Clearlake Police Department seeks information on missing man


CLEARLAKE, Calif. – The Clearlake Police Department is asking for the community's help in locating a man who went missing after walking away from a local hospital earlier this week.
David Uribe, 33, was last seen early Tuesday morning, according to Sgt. Nick Bennett.
Bennett said that on Tuesday Clearlake Police were notified by St. Helena Hospital Clear Lake that Uribe – who was a patient at the hospital, where he was to undergo an evaluation – had walked away from the facility at approximately 6 a.m.
Officers searched the surrounding areas for Uribe but were unable to locate him, Bennett said.
A family member told police that Uribe has the mental capacity of a 10-year-old and is very friendly to strangers, according to Bennett.
All surrounding law enforcement agencies as well as the Department of Justice have been notified, with the Clearlake Police Department asking for the public's assistance in locating Uribe, Bennett said.
Bennett said Uribe was last seen wearing a gray t-shirt, white shorts and sandals. He is 5 feet, 7 inches tall, weighs 180 pounds, has black hair and brown eyes. He may be wearing glasses.

California Controller's Office adds 2014 salary data for state, UC, CSU, superior courts to Web site
State Controller Betty T. Yee has updated her Government Compensation in California Web site to include 2014 self-reported data for state government, county courts, University of California, and California State University – a total of about 650,000 positions and $32 billion in wages.
The Web address is http://www.publicpay.ca.gov/ .
The newly published data include 240,736 positions in 150 state departments; 275,257 positions in 10 UC institutions and the UC president’s office; 113,857 positions in 23 CSU institutions and the CSU chancellor’s office; and 20,316 positions in 58 superior courts.
Users of the site can view compensation levels on maps and search for compensation by region; narrow results by name of entity or by job title; build charts and trend graphics; and export custom reports or raw data.
The data submitted for the Lake County Superior Court showed that in the 2014 reporting year there were 44 employees, with average wages totaling $53,596 and retirement and health costs averaging
$9,771.
In 2014 the court's wages for all employees totaled approximately $2,358,219, with total retirement and health costs at $429,923.
The top five highest-paid positions in the courts included the four judge positions – $179,163; $179,284; $183,295; and $184,319 – and the court executive officer position, $120,227.
Since the Government Compensation in California Web site was launched in 2010, it has registered more than eight million page views.
The site now contains information on more than two million jobs in California, as reported by each government entity.
The controller will add 2014 salary and benefit information for community college districts, First 5 Commissions, and fairs and expositions in August.
Data for K-12 public schools will be added in October.
City and county government 2014 compensation data will be uploaded in December and special districts data will be added in February.

Police: Missing Lakeport woman located, safe

LAKEPORT, Calif. – A young Lakeport woman reported missing late last week has been located and is safe, according to police.
The Lakeport Police Department said it confirmed Monday evening that Amber Costner, 24, was located outside of California and is safe.
Costner, a wife and mother of three small children, left her home early Friday after making comments to her daughter the night before about no one seeing her again, police said.
On Saturday morning, Costner's Dodge van was found by police officers in the parking lot of a Safeway store in Crescent City. Officers also recovered an unloaded handgun from inside the vehicle, according to the Lakeport Police Department.
However, Crescent City Police found no sign of Costner, and Lakeport Police continued to try to locate her.
Throughout the weekend, thousands of people shared Costner's story across the United States on the Internet and on social media, Lakeport Police said.
There had been posts on social media beginning on Sunday indicating that she had been located, but the Lakeport Police Department told Lake County News early Monday evening that, at that point, they had still not been able to confirm her whereabouts.
However, within a few hours they were able to confirm that she was indeed safe.
“She is currently in communication with family and receiving all needed assistance,” according to the Lakeport Police report.
To protect her privacy, the agency said it would not release further details and was concluding its case.
The Lakeport Police Department thanked its staff for the ongoing investigation as well as the many community members who shared her information in the effort to find her.
Area residents continued posting about the case on Monday evening – but this time, it was about their relief that Costner was OK, along with additional expressions of caring and good wishes for her in the days ahead.
Costner's family has set up a Go Fund Me account to raise funds to pay for her costs at an out-of-state hospital. The page is at http://www.gofundme.com/2a6ea8fpc .
The fundraising goal is $8,400. As of Monday night, $1,335 had been raised.

Supervisors to discuss sheriff's agreement with DEA, manufactured home installation age limits
LAKEPORT, Calif. – The Lake County Board of Supervisors will take up a fairly short agenda this week that includes an agreement between the federal Drug Enforcement Administration and the sheriff's office, and a proposed ordinance to set age limits on manufactured home installations on private property.
The board will meet beginning at 9 a.m. Tuesday, July 28, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

In an untimed item, the board will consider Sheriff Brian Martin's request for approval of an agreement and grant assurances between the sheriff's office and the DEA Task Force Group for an investigator to be assigned to the group.
Martin's report to the board explains that all expenses, including salaries and benefits, vehicle costs and all miscellaneous expenses are paid for by the sheriff-coroner's budget, but overtime costs or training specifically approved by this task force for DEA operations may be reimbursed under this agreement, up to $17,548, which Martin said is inclusive of any other federal overtime reimbursements.
In an item timed for 9:30 a.m., the board will once again consider a request to initiate and audit of county land records relating to foreclosures.
At 9:45 a.m., the board will hold a public hearing to consider updating county rules relating to age limits for installation of used manufactured homes on private property.

Police continue to seek leads on missing woman; vehicle found

LAKEPORT, Calif. – The effort to locate a Lakeport woman who was last seen on Friday morning is continuing, with new information leading police to discover her vehicle in Del Norte County.
Amber Costner, 24, was last seen at about 7 a.m. Friday, when she left her home in her white Dodge Caravan, as Lake County News has reported.
There were concerns for Costner's safety due to a statement she had made to her daughter on Thursday night that she was going away soon and nobody would see her again, as well as reports that she has a history of suicidal thoughts and was possibly in possession of a handgun, according to police.
The Lakeport Police Department reported that at 10 a.m. Saturday its officers received further leads in the case.
At that point, police were informed that Costner sent information to family indicating that she was OK but did not want to be located.
While police originally believed Costner had left Lakeport headed for Southern California, Lakeport Police's officers subsequently developed information that she was possibly in the Crescent City area.
Lakeport Police reported that it contacted the Crescent City Police Department for assistance in the case.
Just before 11 a.m. Saturday, Crescent City Police officers located Costner's white Dodge van in the parking lot of a Safeway store and recovered an unloaded handgun from inside of it, Lakeport Police Sgt. Mike Sobieraj told Lake County News.
However, Costner was not with the vehicle and police still have not been able to locate her.
Sobieraj said early Sunday that there have been no new developments since the vehicle was found on Saturday morning, and no indications that Costner has been in any additional contact with her family.
As for why she headed north instead of south, “We're not really sure why she went up there,” said Sobieraj.
The Lakeport Police Department reported that it intended to continue to follow all leads and investigate the case until Costner is located and confirmed to be OK.
Meanwhile, community members have worked to assist the effort to find Costner, sharing her information on social media around the state and in Southern Oregon.
Costner is a white female, 5 feet tall and 180 pounds, with red hair with blonde streaks and blue eyes. She has a tattoo of an elephant on her left wrist.
Anyone who sees her is asked to call their local law enforcement agency.
