The council meeting will begin at 6 p.m. in the council chambers at Lakeport City Hall, 225 Park St.

Redevelopment Director Richard Knoll will take to the council a request for information from the Sonoma County-based Keegan & Coppin Co. Inc. regarding several city-owned parcels.
The state Administrative Office of the Courts hired the commercial real estate firm to represent it in the work of finding a location for a proposed new courthouse in Lakeport.
In July of 2008 the Administrative Office of the Courts submitted 18 trial court funding projects to the state's Department of Finance, among them a new Lakeport courthouse facility, as Lake County News has reported.
Because of overcrowded conditions and security issues, the state found that Lakeport has an immediate need for a new courthouse, which is slated to be approximately 50,158 square feet and cost an $70.8 million, not including finance costs.
An Aug. 17 letter from Keegan & Coppin identified numerous potential courthouse sites that are city owned. Knoll's report to the council said that the letter is not an offer for a purchase or a contract. He said city staff “believes that there is no harm in responding to or exploring the possibility of utilizing City-ownedproperty for the courthouse project or some portion thereof at this point.”
In other news, Public Works Director Doug Grider will ask the council to approve using $200,000 allocated for Measure I road projects and $25,000 received from the county for Transfer Station Impact Funds to perform a reconstruction project on Bevins Street from Lakeport Boulevard to Martin Street.
Grider's report said a constructability study will need to be conducted to determine if the available funding will be adequate to complete this project, and the findings will be presented to the council.
“The deterioration on Bevins Street has accelerated to a critical state within the last year. Staff began
performing dig-out repairs; at that time it was determined that due to the accelerated deterioration, it was not feasible for staff to undertake the magnitude of the repairs needed,” Grider's report stated.
Other items on the agenda include the following:
– Approve Application No. 2009-19 for the Lakeport Yacht Club to hold a rummage sale on the lawn area between the Yacht Club building and the lake on Sept. 4 and 5 from 9 a.m. to 5 p.m.
– Approve the city of Lakeport Business Stabilization Loan Program Guidelines Program dated Sept. 1 and the agreement between the city of Lakeport and the Community Development Services for the Business Stabilization Loan Program dated Sept. 1 and appoint one council member to serve on the Business Stabilization Loan Program Loan Committee.
– Approve the Aug. 1 Main Street Association request for funding at a Street Association $10,000 or $15,000 level, charging to account 212-930 Redevelopment Professional Contractual Services.
– Approve the request for funding from Mt. Konocti Facilitation in the amount of facilitation
$2,500, charging to account RDA 212-930 Redevelopment Professional Contractual Services.
The council also will hold a closed session to discuss labor negotiations with exempt employees and management staff and one case of anticipated litigation.
