GE crops committee report, water division restructuring on Tuesday board agenda

LAKEPORT – A much-anticipated report from a committee formed to consider the complex issue of genetically engineered crops and a discussion about making the county's Water Resources Division its own separate department will be on the Board of Supervisors agenda this Tuesday.


The meeting will begin at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St. TV Channel 8 will broadcast the meeting live.

The board's consideration of the Genetically Engineered (GE) Crops Advisory Committee’s recommendations regarding the growing of GE crops in Lake County is scheduled for 1:30 p.m.


Since January, the committee – which has 13 members and several alternates – has met regularly in an attempt to formulate a report to the board.


In August, the board agreed to give the committee until October to complete it work, with committee members indicating they still had some issues to work out.


Formation of the committee came in the wake of a discussion last year about GE crops and a proposed moratorium on them, which was introduced by then-District 1 Supervisor Ed Robey.


Also on Tuesday's agenda is a 9:15 a.m. discussion about separating the Water Resources Division from the Department of Public Works.


During the county's August budget hearings, the board directed Public Works staff to prepare an analysis of whether or not such creating a separate water department would improve cost and program effectiveness.


Deputy administrative officers Matt Perry and Debra Sommerfield completed a report that recommends the county begin the process of making Water Resources an independent department.


They base the recommendation on anticipated cost savings, providing more board communication in addressing lake and watershed issues, acknowledging that lake issues are a high priority and offering more top-level management involvement with lake and watershed issues, among other justifications.


In other board business, at 10 a.m. supervisors will hold a public hearing on the purchase of five parcels located at 15771 Douglas St.; 21248, 21238 and 21268 Calistoga St.; and 21249 Washington Street in Middletown. The county proposes to use the property to create a town square and park.


At its Sept. 22 meeting, the board approved the option to purchase agreement for the property with Norman G. Alumbaugh, as Lake County News has reported. The asking price is $500,000.

between the county of Lake and Maxim Health Systems to provide nurses for the H1N1 Influenza Vaccination Clinics (contract funded with Federal CDC H1N1 funds at $10 per injection), and authorize the Health Services director to sign.


– Approve contract between the county of Lake and Lake County Welders/Ukiah Oxygen for fire extinguisher maintenance (not to exceed $10,000), and authorize the chair to sign.

– Approve Sewer Mainline Extension Agreement between the Lake County Sanitation District and Paul Wiley, located at 11924 Lakeshore Drive, Clearlake Park (APN 037-451-21), and authorize the chair to

sign.


– Approve Sewer Mainline Extension Agreement between the Lake County Sanitation District and Habematolel Pomo of Upper Lake, for 32 single-family dwellings in an existing development within the Upper Lake Rancheria and authorize the chair to sign.


The board also will hold a closed session for labor negotiations; a performance evaluation of Mental Health Director Kristy Kelly; conference with Kelly in her role as negotiator regarding the Lake Escape Resort, located 13885 Lakeshore Drive, Clearlake; and discussion of two existing lawsuits, California Sportfishing Alliance v. County of Lake, et al., and Sonya Christian v. County of Lake.
