The meeting will take place in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
The council will meet at 5:30 p.m. for a special closed session to discuss a lawsuit filed last month by the Sierra Club Lake Group against the Clearlake Redevelopment Agency and KK Raphel Properties LLC over the Lowe's shopping center plan, as Lake County News has reported.
While in closed session, the council also will discuss appointing a new finance director to succeed Michael Vivrette, who resigned last month.
In open session, beginning at 6 p.m., the council will consider a potential agreement with the county to solve capacity problems with the sewer collection system – which City Administrator Dale Neiman suggests they not pursue until the issues with the Lowe's project are resolved – and look at the budgetary implications of the Sierra Club lawsuit.
Neiman is suggesting that, in the face of serious budget challenges, the city get a cost estimate for filing bankruptcy.
In other council news, the council will consider a report on the proposed amendment of the redevelopment plan for the Highlands Park Community Development Project, and continue a public hearing – begun last month – on changes to the nonconforming provisions to the city's zoning ordinance.
The council also will discuss giving authorization to request the city's allocation under Proposition 1B, which is allocated by the state for transportation projects, and will consider streetscape furniture for Lakeshore Drive.
Other items on the agenda will include a proclamation by Mayor Judy Thein declaring April as Alcohol Awareness Month in the city of Clearlake; presentation of a certificate of appreciation to the Lake County Animal Coalition and the Clearlake Veterinary Clinic; a presentation by Sylvia Wynn Lindeman of the US Census' Partnership and Data Services Division, who will discuss the 2010 Census effort; and a presentation by Cathy Wilson and Lori Peters about Clean Up Clearlake Day on April 25.
