NOTICE OF INTENT TO ADOPT A SUBSEQUENT MITIGATED NEGATIVE DECLARATION
Notice is hereby given that the Clearlake Redevelopment Agency and the City of Clearlake will conduct a joint public hearing to review and act upon the proposed amendment of the Redevelopment Plan for the Highlands Park Community Development Project. Notice is further given that the Agency intends to adopt a Subsequent Mitigated Negative Declaration (SMND) for the project pursuant to California Code of Regulations, Title 14, Section 15070.
PROJECT NAME: Proposed Amendment of the Redevelopment Plan for the Highlands Park Community Development Project.

GENERAL DESCRIPTION OF THE PROPOSED PROJECT:
The City Council adopted the Community Development Plan for the Highlands Park Community Development Project on July 9, 1990. The proposed amendment of the Redevelopment Plan involves extending certain times limits and financial limits in the Redevelopment Plan.
The primary objective of the proposed amendment is to improve the City's economic health, employment opportunities, and tax base in the future by reducing and/or eliminating blight in the Redevelopment Project Area.
The SMND for the proposed amendment is based in large part on the Environmental Impact Report (EIR) prepared for the original Redevelopment Plan. The projects proposed under the amendment are the same as those adopted in 1990 with the exception that some of the projects are proposed to be eliminated. One of the primary purposes of the SMND is to incorporate the regulatory changes put in place since 1990.
State law requires that the Agency increase and enhance affordable housing opportunities for low- and moderate-income households. The Agency is required to obtain affordability covenants for approximately 160 housing units between 2010 and 2020.
The Redevelopment Plan also proposes to finance a number of potential public improvement projects. The potential projects include (1) paving residential streets, (2) paving arterial streets, (3) constructing drainage improvements to reduce flooding, (4) constructing improvements to the sewer system, (5) constructing improvements to the water system, (6) improvements to Austin and Redbud parks, (7) building a public marina, and (8) funding measures to revitalize Lakeshore Drive.
PROJECT SITE:
The Redevelopment Project Area covers most of the developed portions of the City of Clearlake.
PROPOSED FINDINGS:
1. As mitigated, no significant environmental impact will occur from the Project.
2. Potential significant environmental impacts are mitigated to a less than significant level by the mitigation measures determined by the Initial Study and Subsequent Mitigated Negative Declaration for the proposed amendment of the Redevelopment Plan.

PUBLIC REVIEW PERIOD: In compliance with the California Environmental Quality Act regulations section 15105(b) of the CEQA guidelines, the public review period for the proposed mitigated negative declaration begins on April 9, 2010 and ends on May 14, 2010 at 5:00 PM. The Initial Study and Draft Subsequent Mitigated Negative Declaration are available for review at Clearlake City Hall at the address shown at the end of this notice. All written comments on the Draft Mitigated Negative Declaration must be submitted in writing within the public review period to Dale W.
