The meeting will begin at 6 p.m. Tuesday, July 20, in the council chambers at Lakeport City Hall, 225 Park St.

City Finance Director Janet Tavernier will take to the council a resolution of intention to approve an amendment between the city and the administration of the California Public Employee's Retirement System.
That amendment will provide a 3 percent at 50 full retirement formula for local safety members covered in the memorandum of understanding between the Lakeport Police Officers Association and the city, according to Tavernier's report. Lakeport Police officers currently have a 2 percent at 50 plan.
To compare the plans, a person retiring at age 50 with five years of service would receive 10 percent of their pay under the 2 percent plan, while the same person would receive 15 percent under the 3 percent plan.
Tavernier's report said the change – required by the memorandum of understanding between the city and the police officers' association – will result in a 10.3-percent cost increase to the city, and will have an approximate fiscal impact of $73,158.06.
A public hearing on the resolution will take place at 6 p.m. Aug. 17, the city reported.
In other agenda items for Tuesday, during public presentations, the council will recognize Lakeport Planning Commissioner John Marino for his years of service, and hear a presentation from Scott DeLeon, director of the county Department of Water Resources.
Pyro Spectaculars, the company in charge of the city's annual fireworks display, also will make a presentation to the council, which is expected to approve payment of the fireworks bill. The council voiced displeasure at its last meeting over technical issues that led to delays and gaps in the July 4 show.
Under redevelopment business, the reservation of Redevelopment Agency Low/Moderate Income
Housing funds for Habitat for Humanity Project will be considered. The city has begun exploring projects with the group, which so far has not built any housing in Lakeport.
The council also is expected to approve the formation of a Lakeport Economic Development Advisory Committee and and authorize staff to recruit for committee candidates.
City Engineer Scott Harter will take to the council approval of a $56,820.91 bid by Jackson Equipment Co. Inc. of Middletown for the 820 Armstrong Box Culvert Project.
Redevelopment Director Richard Knoll will present Lake Transit Authority's request to relocate an existing bus stop in downtown Lakeport.
The council will hold a closed session to discuss labor negotiations and property negotiations regarding Green Ranch.
