The council will meet on Tuesday, Aug. 17, in the council chambers at Lakeport City Hall, 225 Park St.

A special workshop on the Lakeport Downtown Improvement Project will begin at 5 p.m., with the regular meeting starting at 6 p.m.
The council will hold a public hearing on the adoption of an ordinance amending the contract between the city and the Board of Administration of the California Public Employees' Retirement System.
The agreement, which the council initially approved last month, would raise the retirement for members of the Lakeport Police Officers Association from 2 percent at 50 to 3 percent at 5, as Lake County News has reported. The changes were part of an agreement between the city and the association.
In other business, the council is expected to authorize staff to issue a request for proposals for engineering design services for the Armstrong Street Pedestrian Improvement Project and proceed with project design, authorize forming a Lakeport Economic Development Advisory Committee and appoint a planning commissioner to fill a vacancy due to an expired term.
City Manager Margaret Silveira also will take to the council a proposed memorandum of agreement between county of Lake and city of Lakeport for Animal Shelter Services.
Additionally, council members will consider approving a resolution authorizing the submission of an application to the California State Department of Housing and Community Development for funding under the HOME Investment Partnerships Program.
As part of that item the council will need to approve the draft memorandum of understanding between the city of Lakeport and Lakeport Pacific Associates LLC concerning the HOME Grant application, administrative guidelines and use of grant funds.
Among the items on the consent agenda – which normally is accepted on one vote – is the Aug. 17 warrant register; approval of the council's Aug. 3 meeting minutes; the July building permit report; approval of an agreement for emergency and non-emergency use of equipment, equipment operators or materials; adoption of a resolution designating marked crosswalks in the city of Lakeport to include a crosswalk at 11th Street at the west side of High Street.
The council will hold a closed session for labor negotiations with the Lakeport Employees Association, discuss the Green Ranch and evaluate the performance of City Clerk Janel Chapman.
