The meeting will begin at 9 a.m. Thursday, Aug. 26, in the Board of Supervisors' chambers at the Lake County Courthouse, 255 N. Forbes St., Lakeport.
At 9:10 a.m., the board will continue the public hearing on the consideration of a mitigated negative declaration based on initial study for a rezone and general plan of development for Plum Flat LLC's proposed housing development.
Plum Flat LLC proposes a rezone from “RR” Rural Residential to “PDR” Planned Development Residential and a general plan of development for the subdivision of approximately 105 acres to create 30 residential lots at 10929 Point Lakeview Road, Kelseyville. The commission discussed the matter on July 22, as Lake County News has reported.
At 10:35 a.m., the commission will hold a public hearing to consider a general plan conformity report for the Lake County Redevelopment Agency's proposed purchase of the Lucerne Hotel from Castlepoint Ministries.
The purchase would include two parcels of land and the 75,000-square-foot building known as “the Castle,” located at 3700 County Club Drive and 6607 14th Ave. The purchase price is $1.35 million.

9:01 a.m.: Citizens' input – any person may speak for three minutes about any subject of concern, provided that it is within the jurisdiction of the planning commission, and is not already on the agenda or scheduled for a future public hearing. Total time allotted for citizens' input is 15 minutes. Speakers are requested to complete a simple form (giving name, address and subject) available in the Community Development Department office, prior to 9 a.m.
9:05 a.m.: Consideration of denials without prejudice only for the following projects:
Parcel map, rezone and initial study for Michael Greiner, proposing to divide an eleven (11) acre parcel into two parcels rezone them from “RR” to “RR-B5,” located at 4444 Hill Road East, Lakeport.
Variance for Jeffrey and Noriko Shields, proposing a variance to allow a septic system installed within the road easement and to build a single-family residence to the front property line, located at 13190 Adams Springs Drive, Cobb.
Minor use permit and initial study for David and Cheryl Lucido, proposing a winery and tasting room with incidental retail sales located at 8664 Seigler Springs Road North, Kelseyville.
Use permit for Ron and Denise Saylor to allow the construction of a residence that exceeds the maximum height allowed within the “SC,” Scenic Combining District, on property located at 10425 E. State Hwy. 20, Clearlake Oaks.
Parcel map and initial study for Randy Sternberg, proposing to divide an 18-acre parcel into two parcels of five and 13 acres, located at 23495 Oat Hill Road, Middletown.
Use permit and initial study for Ron Swicegood to allow the construction of a 3,696 square foot church facility located at 20850 Santa Rosa Ave., Middletown.
10:30 a.m.: Public hearing on consideration of a previously approved mitigated negative declaration based on initial study for a major use permit. The project applicant is Lakeport Outlaw Karting proposing a motor sport go-cart race track. This hearing is to review the compliance with permit conditions and to consider minor modifications to the permit conditions. The project is located at 2598 S. Main St., Lakeport. 10:45 a.m.: Public hearing on consideration of a mitigated negative declaration based on initial study for minor use permit. The project applicant is George and Anne Ulitin proposing a small winery and tasting room. The property is located at 12141 Highway 29, Lower Lake. Continued from minor use permit hearing on Aug. 4.
1 p.m.: Public hearing on consideration of an administrative appeal. The appellant Barry Shaffer is appealing the zoning administrator’s approval of a minor use permit based on initial study for Eric Olof to allow a small winery and tasting room. The project is located at 5615 Highland Springs Road, Lakeport. Continued from July 22.
