New Lakeport City Council members to be sworn in Tuesday

LAKEPORT, Calif. – The Lakeport City Council's two new council members will be sworn in when the council convenes this week.


The meeting will begin at 6 p.m. Tuesday, Dec. 7, in the council chambers at Lakeport City Hall, 225 Park St.


The council will adopt a resolution approving the Nov. 2 election results before City Clerk Janel Chapman administers the oath of office to newly elected council members Stacey Mattina and Tom Engstrom. They will take the seats currently occupied by Ron Bertsch and Jim Irwin.


After the swearing in ceremony, the council will nominate and elect the mayor and pro tem for the coming year.


Once the council reorganization is complete, it will be time to get down to business on a lengthy agenda.


Sitting jointly as the Lakeport Redevelopment Agency, the council will approve redevelopment pass-through payments to affected local taxing agencies and the Redevelopment Low-Moderate Housing Fund 219, and approve the Davis Owner Participation Agreement for 290 Seventh St.


In council business, council members will consider adopting a resolution establishing the Lakeport Economic Development Advisory (LEDAC) and appointing a slate of candidates. The council also will consider an update on the Lakeport Transfer Station and provide direction to staff.


City Engineer Scott Harter will take a recommendation from the Traffic Safety Advisory Committee regarding applications for the Cycle 4 HSIP funding for the Mellor Drive Realignment Project and the Lakeshore Boulevard Traffic Calming Project, and ask for contract change orders No. 1 through No. 7 for the South Main Street Pedestrian Improvement Project.


Interim Police Chief Brad Rasmussen will ask the council to adopt two resolutions – one setting the job description and salary range for a designated Level I reserve officer and the other to establish the position of designated Level I reserve officer.


Rasmussen also is asking the council to adopt a resolution allocating funds from the Supplemental Law Enforcement Services Fund, as well as to authorize an exemption from the hiring freeze to allow him to proceed with the recruitment and hiring of one police officer to fill a grant-funded position.


Public Works will ask for authorization to move forward with rehabilitation of main Library Park restrooms on Park Street, utilizing 2002 per capita grant funding.


A budget hearing that had been set for the Tuesday meeting will be continued to Dec. 21.


The council will hold a closed session to discuss negotiations with the Lakeport Employees Association and the Lakeport Police Officers Association.
