Clearlake City Council to discuss finance director, treasurer appointments Thursday

CLEARLAKE, Calif. – The Clearlake City Council will meet this Thursday for a special closed session to discuss the finance director position before meeting in open session to take up the city treasurer appointment.


The meeting will be held in the council chambers at Clearlake City Hall, 14050 Olympic Drive.


The council will start with a 5:30 p.m. special closed session in which it will discuss the appointment of a finance director.


The city has been without a finance director since late October, when Roy Mitchell – appointed during the summer – resigned, as Lake County News has reported.


The regular meeting, which starts at 6 p.m., has a light agenda, with the city treasurer the main item of consideration.


City Clerk Melissa Swanson's report to the council explains that in 2006, at the end of his term, City Treasurer Elmer Maryatt retired, and the office became vacant with no qualified candidate.


Clearlake's city code requires that when the treasurer's office becomes vacant, the city administrator becomes acting treasurer, Swanson said.


She reported that in 2007 the council had two recruitments with no applicants either time. During the last election, there also were no qualified applicants, with the council appointing Swanson in December until a permanent appointment can be made.


According to city code, the city treasurer is responsible for reports and accounting of all receipts, disbursements and fund balances, and complying with all laws governing the deposit and securing the public funds, Swanson said.


The city pays the treasurer a $300 per month stipend. Swanson said the city council in 2006 voted to end paid health benefits for both the city's clerk and treasurer positions.


Swanson is asking the council to give direction on their preferred options, including leaving her as treasurer, appointing the interim city administrator to the job or advertising for applicants, who must be registered city voters.


Applicants for the job also are subject to the Political Reform Act and must file as public record a California Fair Political Practices Commission Statement of Economic Interests Form 700, Swanson said.
