Supervisors to consider 2011-12 recommended budget on Tuesday

LAKEPORT, Calif. – When it meets this week the Board of Supervisors will discuss the proposed $185 million budget for the coming fiscal year.


The meeting will begin at 9 a.m. Tuesday, June 14, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport. TV8 will broadcast the meeting live.


The budget discussion is untimed.


A memorandum to the board from County Administrative Officer Kelly Cox said the budget has been prepared in compliance with the County Budget Act, which requires the supervisor to approve – not adopt – a budget no later than June 30.


Although a day of budget hearings is planned for Sept. 7, Cox reported that the county hopes to be able to conduct budget hearings and adopt the final budget prior to the end of August – provided the state budget is adopted in a timely manner.


Cox's report explains that the recommended budget appropriations total $185,202,064, down from last year's total of $189,759,308.


Proposed general fund appropriations total $52,130,249 for fiscal year 2011-12, down slightly from the $52,945,237 in the 2010-11 budget, Cox reported.


He attributed much of the reduction in the budget's bottom line number to the completion of one-time storm damage repairs and stimulus projects in last year's Road Division budget.


Developing a responsible and sustainable budget, minimizing negative impacts on service levels, preserving the county's general reserve, and avoiding hurting county employees and the local economy through large numbers of layoffs, work furloughs or compensation cuts were among the goals that influenced the crafting of the budget, Cox said.


“All of these goals have been achieved in the Recommended Budget, although it was definitely not an easy task to do so this year and has required an extraordinary amount of work, cooperation and teamwork between County department heads and the County Administrative Office,” he wrote.


In other board business on Tuesday, Supervisor Denise Rushing will take to the board a discussion regarding committee objectives and board member participation on the Sheriff’s Office of Quality Assurance Advisory Committee. The item is untimed.


The board has two closed sessions on the agenda. One, scheduled for 1:30 p.m., is for conference regarding labor talks with the Lake County Employees Association, Lake County Deputy Sheriff's Association, Lake County Correctional Officer's Association and Lake County Deputy District Attorneys' Association.


In an untimed closed session the board will discuss labor negotiations with California United Homecare Workers Union Local, 4034, which represents the county's In-Home Supportive Services workers, and hold conference with legal counsel in the case Robey v. County of Lake.

CONSENT AGENDA


– Approve Amendment No. 2 to the lease agreement between the county of Lake and Clifford Ruzicka and Nancy Ruzicka for 991 Parallel Drive, Suite A, Lakeport; and approve Amendment No 2 to the lease agreement between the county of Lake and Clifford Ruzicka and Nancy Ruzicka for 991 Parallel Drive, Suites B,C and D, Lakeport (extending the current leases to Nov. 30, 2011, and possible one month extension to December 31, 2011), and authorize the chair to sign the amendments.


– Approve agreement between the county of Lake and the Anderson Springs Community Services District to provide funding for the district’s water tank replacement project, and authorize the chair to sign.


– Adopt resolution amending Resolution No. 2010-164 to amend the adopted budget for fiscal year 2010-11 by making adjustments to Budget Unit 2101-Trial Courts and Budget Unit 1781-Special Projects; and approve agreement between the county of Lake and the Kelseyville Unified School District to provide funding for an athletic equipment storage building as part of the Regional Occupational Program (in the amount of $19,600), and authorize the chair to sign.


– Adopt amendment to primary general liability program memorandum of understanding (to become consistent with amendments made to other programs due to EIA/CPEIA restructure), and authorize the chair to sign.

– Approve Drug Enforcement Administration Marijuana Eradication (DEA) agreement between the county of Lake and Drug Enforcement Administration of the United States Department of Justice (DEA will pay Lake County $225,000 to defray the cost relating to the eradication and suppression of illicit marijuana), and authorize the sheriff to sign the letter of agreement and authorize the chair to sign the workplace certifications and grant assurances.
