GE food labeling resolution, algae harvester on supervisors' Tuesday agenda

LAKEPORT, Calif. – A proposed resolution in support of labeling genetically engineered food and the formation of a group to design an algae harvester will go before the Board of Supervisors Tuesday.


The meeting will begin at 9 a.m. Tuesday, Oct. 25, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport. TV8 will broadcast the meeting live.


At 9:30 a.m., Supervisor Denise Rushing will ask the board to consider a resolution that would support mandatory labeling of GE food, a practice that the document says currently is done in 21 countries and the European Union.


The proposed resolution calls on federal and state legislative bodies to enact legislation requiring such labeling of products made from genetically engineered plants.


In a discussion scheduled for 10 a.m., the board will consider forming a local team that would design and build an algae harvester to collect and dewater algae matting on Clear Lake.


At 10:30 a.m., the board will continue a hearing on grievances lodged by the Lake County Correctional Officers Association and Lake County Deputy Sheriff's Association, and consider findings of fact on the correctional officers' sick leave and shift swap grievances.


The board also will hold a closed session to discuss labor negotiations with the Lake County Employees Association, Lake County Deputy Sheriff's Association, Lake County Correctional Officer's Association and Lake County Deputy District Attorney's Association; a performance evaluation of Mental Health Director Kristy Kelly; and a discussion regarding existing litigation, Lake County Correctional Officers’ Association v. Francisco Rivero, Sheriff, County of Lake, et al.

9 a.m.: Approval of consent agenda, which includes items that are expected to be routine and noncontroversial, and will be acted upon by the board at one time without discussion; presentation of animals available for adoption at Lake County Animal Care and Control; consideration of items not appearing on the posted agenda, and contract change orders for current construction projects.

9:15 a.m.: Public hearing, (a) discussion/consideration of proposed ordinance amending Chapter 21 of the Ordinance Code of the County of Lake pertaining to cargo containers, and reestablishment of legal non-conforming commercial uses; and (b) discussion/consideration of proposed ordinance extending Discretionary Planning Entitlements approved pursuant to Chapter 21 of the Lake County Code (granting a temporary two-year time extension to certain entitlements).


9:30 a.m.: Discussion/consideration of proposed resolution supporting the mandatory labeling of genetically engineered food.


10 a.m.: Discussion/consideration of the formation of a local lake team with the purpose of designing and building an algae harvester to collect and dewater algae matting on Clear Lake.


10:15 a.m.: Presentation of the septic permit and inspection program.

– (a) Approve Budget Transfer B-031, in the amount of $1,000, from Contingencies to BU 1781 - Special Projects, for Island Drive Utility Undergrounding project, and authorize the chair to sign; (b) approve right of way agreement between the county of Lake and Ruth Vogtmann and Erma Cummings, in the amount of $500, for Island Drive Utility Undergrounding Project, APN 035-111-32, and authorize the chair to sign; and (c) approve right of way agreement between the county of Lake and Sheri Flying Hawk in the amount of $500, for Island Drive Utility Undergrounding Project, APN 035-111-11, and authorize the chair to sign.


– Adopt resolution authorizing the chairman of the board to approve and direct the tax collector to sell, at public auction via Internet, tax defaulted property which is subject to the power to sell in accordance with Chapter 7 of Part 6 of Division 1, of the California Revenue and Taxation Code and approving sales below minimum price on specified cases.
