Clearlake City Council to discuss law's effects on retired annuitants

CLEARLAKE, Calif. – The Clearlake City Council this week will discuss the impact of a state bill on the use of retirees as part-time employees and consider a request from the police chief for a position reorganization in his department.

The meeting will take place on Thursday, March 22, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.

The council will convene for a closed session at 5:30 p.m. to discuss two cases of existing litigation – Estate of Jimmy Ray Hatfield v. City of Clearlake, et al, and Sean Pryor v. City of Clearlake – before the regular meeting begins at 6 p.m.

One of the chief issues to go to the council Thursday is the matter of annuitant employees and the impact on them as a result of the passage of AB 1028.

As a result, effective Jan. 1, retirees have new Government Code restrictions on their ability to work part-time after retiring.

As a result, Police Chief Craig Clausen is asking the council to approve his proposed position reorganization, as he uses some retirees on a part-time basis.

In other council business, Phil Dow of the Lake County/City Area Planning Council will present the pavement management plan; the council will receive and file the RDA State Controller’s Annual Report for FY 2010-11; and consider a budget adjustment and transfer from the Gas Tax Fund and adopt Resolution No. 2012-l5 reallocating Proposition lB Funding.

Also on Thursday, the council will present a certificate of appreciation to Wayne and Colleen Chatsworth for their contribution to the Clearlake Police Department.
