Board looks at KPFZ, Hospice fund requests, sheriff's substation in Lucerne

LAKEPORT – On Tuesday the Board of Supervisors will consider a long list of items in their last meeting before the Christmas holiday.


Key items include finalizing an agreement with a community radio station, a new sheriff's substation in Lucerne, a grant to assist Hospice Services of Lake County with a new facility design and a wireless tower near Clearlake.


The meeting begins at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St.


At 10:30 a.m. the board will discuss finalizing an agreement with KPFZ/Lake County Community Radio to provide $30,000 in funds to match a grant that the station will use to purchase broadcast equipment.


Earlier this year, the board voted to approve the funds. On Monday, County Administrative Officer Kelly Cox said the board included the $30,000 in this year's budget.


“The board needs to approve this contract and sign it,” said Cox, adding that station representatives already have signed the contract.


Since the board previously approved the grant in concept, Cox said he expects the board's final approval at the meeting.


Under untimed items, the board – sitting as the board of directors for the Lake County Redevelopment Agency – and the sheriff's office will discuss an option agreement for the purchase of two lots in Lucerne to develop a sheriff's substation.


The lots are located at 6222 and 6224 E. Highway 20, which would put them next door to the Lucerne Firehouse on Seventh Avenue. No potential price was listed on the agenda.


The board also will consider a proposed agreement to provide Hospice Services of Lake County $50,000 to use toward hiring a professional design firm to complete a functional space analysis. That analysis is meant to help the group determine the size and cost of constructing a new facility.


Earlier this year the board agreed to include that fund request in its summer budget hearings.


At 1:30 p.m. the board will hold a public hearing on a wireless communication facility that would be located at 3000 State Highway 53 in Clearlake. Peacock Associates and Metro PCS are seeking a rezone of 164.25 acres to allow the replacement of a 51-foot-high utility pole with a 65-foot-high utility pole for the co-location of a wireless communication antennae and associated equipment.


Other notable items on Tuesday agenda include:


  • 10:15 a.m. Request from the watershed coordinator for AB 1905 funds in the amount of $10,000 per year over three-year period to support the Upper Cache Creek Watershed Coordinator Program.

  • 10:45 a.m. Proposed ordinance amending the urgency ordinance adopting emergency water conservation restrictions for County Service Area No. 2, Spring Valley Lakes.


Untimed items:


  • Consideration of a proposed contract between the county and the Judicial Council of California's Administrative Office to provide $10,000 in local matching funds for developing a court-appointed special advocate program in Lake County.

  • Update on Mt. Hannah water tank replacement.

  • A proposed loan of $10,000 to the county service area revolving fund for the construction of the Quail Trail Bridge in Spring Valley.

  • Consideration of a request to waive the formal bidding process to purchase a used 2007 Chevrolet Impala from Kathy Fowler Chevrolet for use by the District Attorney's Office. The vehicle, which costs $17,827.24, will be paid for through unanticipated revenue.
