Board to elect new leadership Tuesday

LAKEPORT – The Board of Supervisors will hold its first meeting of the year on Tuesday, during which it will elect the new board and vice chair.


The meeting begins at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St., Lakeport.


The first order of business Tuesday will be the board's leadership reorganization. Later in the meeting the new board chair also will recommend committee assignments for board members.


On Tuesday's agenda are several public hearings, including: 9:30 a.m. a hearing to consider naming an unnamed road within Hobergs Pine Summit Estates; and 11:15 a.m., consideration of a proposal to create a coordinated permit program, which proposes a set of agency agreements that facilitate conservation work on private lands.


A third hearing, scheduled for 1:30 p.m., will take up the issue of a proposed use permit modification related to groundwater monitoring requirements at Hilltop Recovery Center (formerly known as Personal Support Group) on Socrates Mine Road near Middletown. The hearing also will consider the center's use permit compliance and a previously adopted mitigated negative declaration for the facility, based on an initial study.


At 9:35 a.m., the board will consider a proposed contract between the county and the Robinson Rancheria Citizens Business Council for prevention and early intervention services.


Public Services will bring back to the board a discussion continued from Nov. 20 about a proposed ordinance regarding use of alcohol in county parks. That item, scheduled for 10:30 a.m., seeks to add Lakeside County Park to the list of facilities where alcohol use is banned.


Two groups will ask the board for funds on Tuesday.


At 11 a.m., Hospice Services of Lake County is seeking final approval for a $50,000 grant approved early last year that would help the group hire a professional design firm for a “functional space analysis.” The purpose of that analysis is to help Hospice Services determine the size and cost of building a new facility, which it previously announced would be located on the Sutter Lakeside Hospital campus, and would allow for in-patient care.


Sandie Elliott of Spirit Wild will go before the board at 3 p.m. to seek a grant to support her group's mission of rescuing and rehabilitating injured wildlife in Lake County.


Under untimed items, the board will discuss a proposed contract between the county and North Valley Behavioral Health for acute psychiatric services in the amount of $650 per bed on an as-needed and available basis; the sheriff's office will update the board on water damage repairs at the jail; and Special District will update the board on the Mt. Hannah water tank replacement.


A closed session will be held for a performance evaluation of the human resources director and for negotiations with the In-Home Supportive Services union.


The meeting will be televised on TV Channel 8.
