The meeting starts at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St. TV Channel 8 will broadcast the meeting lives.
Board Chair Ed Robey has organized a 1:35 p.m. workshop on genetically engineered (also called GMO) crops in Lake County.
As Lake County News has reported, the Coalition for Responsible Agriculture has proposed a new ordinance that would regulate GE agriculture within the county. However, the board will not actually consider an ordinance but will instead use the time Tuesday to examine the issue and take testimony.
At 9:15 a.m., the board is set to hold a hearing for a nuisance abatement or property belonging to Jayne Coronado – aka Jayne Mosser – at 6294 Sixth St. in Lucerne. The hearing was continued from April 15.
Jayne Mosser, 60, and her husband, Rowland Mosser, 63, are facing charges in connection with missing funds at the Lucerne Senior Center. On January 30, district attorney's investigators served a search warrant at the Mossers' Sixth Street home, and at the same time contacted Code Enforcement about the mobile home's conditions. The same day the home was red-tagged, forcing them to move out.
At 10:15 a.m., a public hearing will be held regarding use of Community Development Block Grant Program income of up to $700,000 for a variety of Northshore projects, including curb, gutter and sidewalks around the perimeter of Nylander Park in Clearlake Oaks; on Lake Street in support of a senior housing complex in Clearlake Oaks; at the Third Avenue Plaza site in Lucerne; along Main Street in Upper Lake; and up to $56,000 for activity delivery associated with said projects. income monies will be transferred from the Business Expansion Revolving Loan Account to augment the grant funds provided for this project.
Following that discussion, the board will hold a public hearing on the proposed replacement housing plan for Clark’s Island, a 1.48-acre property located at 2565 E. Highway 20 in Clearlake Oaks that the board approved purchasing last November.
In purchasing the property – which cost the county $500,000 – a plan also needed to be created to address relocating the residents of the 12 trailer houses on the island. In November county Chief Administrative Officer Kelly Cox estimated that the relocation effort would cost just over $232,000.
At 10:35 a.m., the board will discuss the administrative office's request for direction on what to do with the 1,000-acre Guenoc Valley College property near Middletown, which Orville Magoon donated to the county in 1998 for the purpose of using the land to be the home of a four-year liberal arts college.
With an additional needed land donation not coming through from Langtry Estate and Vineyards, the county administrative office wants to know which steps it should take next.
In early 2006 college president Dr. Fran Peretti had updated the board on the project, which had included a proposed site plan. Renderings of college buildings also were prepared several years ago.
Peretti, who has been working for several years to raise funds to sponsor the college, could not be reached by Lake County News over the weekend to find out what the current plans are for the college.
Under untimed items, Sheriff Rod Mitchell is asking the board to consider approving the Drug Enforcement Administration Marijuana Eradication (DEA) Agreement, which will result in the DEA paying Lake County $245,000 to defray cost relating to the eradication and suppression of illicit marijuana.
The federal marijuana eradication agreements have been a point of contention in recent years, as board members have pointed out the need to use county efforts to fight more serious drug problems such as methamphetamine.
Following the discussion on Mitchell's request, Robey has scheduled an item to have the board consider sending letters to the appropriate government agencies, requesting they consider changing current laws in order to allow the county to use grant monies for marijuana eradication to address “more serious drug-related problems.”
