The meeting begins at 6 p.m. Thursday at Clearlake City Hall, 14050 Olympic Drive.
Global Premier, a company planning to construct the 46-unit Edgewater project at the southwest corner of Austin Drive and Old Highway 53, is seeking the loan.
City Administrator Dale Neiman's report on the loan says that the Edgewater project has been revised from a low-income project for all ages to a senior housing project.
Loaning the money for the apartment complex would help the city meet its redevelopment law housing responsibilities, Neiman's report explains, which could help the city get state approval to extend its redevelopment plan for another 10 years.
The money would be loaned over a 30-year term at 3 percent. Neiman said the city will receive a total of $926,296 in payments on that loan.
Moving from loans to elections, the council will consider adopting a resolution to call the Nov. 4 election for three City Council seats and consolidate the city election with the state's.
Up for election this fall are the seats currently held by Mayor Curt Giambruno, and Council members Judy Thein and Joyce Overton.
The filing period for the seats is July 14 through Aug. 8, according to a report from Neiman.
In other council news, up for consideration at Thursday night's meeting is a proposed amendment to a purchase agreement for property between the city and the redevelopment agency, consideration of extending the city and redevelopment agency's 2007-08 fiscal year budget until the 2008-09 budget is accepted, and a nuisance abatement case at 3806 Pearl Ave.
Other items on the agenda include funding requests from the Old Time Bluegrass Festival and the inaugural Youth Fishing Derby, and consideration of extending the contract with George Hills Co. Inc. for liability claims administration.
