LAKEPORT, Calif. – The Board of Supervisors this week will hold a public hearing on a proposal to raise landfill fees for Clayton fire debris and continue its consideration of the appeal of the planning commission's denial of a cell phone tower use permit.
The board will meet beginning at 9 a.m. Tuesday, Sept. 13, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

At 9:45 a.m., the board will hold a public hearing to consider an urgency ordinance authorizing temporary additional gate fees at the Eastlake Sanitary Landfill for debris generated by the Clayton fire.
As part of that item, the board also will consider amending county ordinance to establish additional gate fees at the Eastlake Sanitary Landfill for debris generated from a locally declared disaster.
At 10 a.m., the board will continue a public hearing on Epic Wireless Group's appeal of the Lake County Planning Commission's denial of a use permit to build a 75-foot monopole cell tower at 5660 Staheli Drive in Kelseyville. Epic Wireless Group is representing Verizon Wireless. The board has held previous discussions on the matter.
In untimed items, the board will consider continuing the proclamation of a declaration of a local emergency due to the Rocky, Jerusalem and Valley fires, and consider approving an engineering services agreement in the amount of $480,000 with Brelje & Race for the Anderson Springs Sewer Project.

CONSENT AGENDA
7.1: Adopt resolution fixing tax rates for local agencies, general obligation bonds, and other voter approved indebtedness for fiscal year 2016/17.
7.2: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the agreement between the county of Lake and San Sousee for adult residential support and specialty mental health services for fiscal year 2016-17 for a contract maximum of $133,482 and authorize the chair to sign.
7.3: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Davis Guest Home for adult residential support services for fiscal year 2016-17 for a contract maximum of $35,770 and authorize the chair to sign.
7.4: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Willow Glen Care Center for adult residential support services and specialty mental health services for fiscal year 2016-17 for a contract maximum of $30,000 and authorize the chair to sign.
7.5: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Modesto Residential Living Center, LLC for adult residential support services and specialty mental health services for fiscal year 2016-17 for a contract maximum of $91,250 and authorize the chair to sign.
7.6: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Crestwood Behavioral Health for adult residential support and specialty mental health services for fiscal year 2016-17 for a contract maximum of $350,000 and authorize the chair sign.
7.7: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and North Valley Behavioral Health LLC for acute inpatient psychiatric hospital services for fiscal year 2016-17 for a contract maximum of $200,000 and authorize the chair to sign.
7.8: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Konocti Senior Support Inc. for senior support counseling services for fiscal year 2016-17 for a contract maximum of $108,378 and authorize the chair to sign.
7.9: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Center Point DAAC for substance use disorder residential treatment and detoxification services for fiscal year 2016-17 for a contract maximum of $30,000 and authorize the chair to sign.
7.10: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Women’s Recovery Services for substance use disorder residential and detoxification services for fiscal year 2016-17 for the amount of $30,000 and authorize the board chair to sign the agreement.
7.11: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Native American Mental Health Services dba North American Mental Health Services (NAMHS) for telepsychiatry services for fiscal year 2016-17 for a contract maximum of $300,000 and authorize the chair to sign.
7.12: (a) Waive the formal bidding process, per Ordinance No. 2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Cerner Corporation for Anasazi Software and support services for fiscal year 2016-17 for a contract maximum of $60,000 and authorize the chair to sign.
7.13: Approve the first amendment to the agreement between the county of Lake and Donald A. and Lesley J. Bordessa to extend the term of a commercial lease for The Bridge Drop-In Center through June 30, 2021 in the amount of $950 per month and authorize the chair to sign.
7.14: Adopt proclamation designating the month of September 2016 as Alcohol and Drug Addiction Recovery Month in Lake County.
