LAKEPORT, Calif. – The Lakeport City Council this week will consider approving a project to repair storm damage on Lakeshore Boulevard.
The council will meet in closed session beginning at 5:30 p.m. Tuesday, Sept. 20, for a closed session for labor negotiations before the public portion of the meeting begins at 6 p.m. in the council chambers at Lakeport City Hall, 225 Park St.
Community Development Director Kevin Ingram will take to the council the request to authorize awarding the Lakeshore Boulevard Emergency Storm Damage Project to Granite Construction Co.
Ingram's report explained that the council is being asked to review and award the project's construction contract to Granite, the lowest of two bidders, for the amount of $487,590.
The council also will consider an alternate design that includes the construction of a 4-foot asphalt path, with the additional cost to total $24,000, Ingram reported.
His report explained, “During the storms of 2007 damage from wave action occurred to the shoreline protection along a portion of Lakeshore Boulevard from Sayre Street to Jones Street. The damage resulted in undermining of the existing slope protection which consists of various combinations of broken concrete, rock rip rap, concrete and asphalt. The damage included a small portion of the existing curb and gutter and adjacent pavement area. As a result of this damage, the roadway is left without adequate protection from future storms and similar wave action.”
Ingram said the city applied for and was granted emergency repair funds under the Federal Aid Emergency Repair program.
He said the project has taken this long because, due to the location on the lakeshore, it required a considerable amount of environmental studies and obtaining permits from various state and federal agencies.
“The project has a relative tight October through January environmental window during low water to accomplish the work to avoid the identified biological constraints,” he wrote.
The city's required grant match is $40,000, Ingram said.
Also on Tuesday, Mayor Marc Spillman will present a proclamation honoring the contributions of the Lakeport Volunteer Firefighters Association, and the council will present the Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting to Dan Buffalo, the city's former finance director.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are ordinances; minutes of the Sept. 6 meeting; the Sept. 15 warrant register; Application No. 2016-024 with staff recommendations for the Sponsoring Survivorship group’s request to hang pink ribbons from the decorative lamp posts on Main Street for the month of October to commemorate Breast Cancer Awareness month; Approve Application No. 2016-026 with staff recommendations for the Lakeport Elementary School’s annual Halloween Parade on Main Street on Oct. 28; consider the League of California Cities request to consider adopting resolutions on two proposed measures slated to appear on the Nov. 8 ballot; receive and file responses to the Grand Jury report; and introduce the proposed Ordinance amending Chapter 8.31 of Title 8 of the Lakeport Municipal code regarding the Administrative Citation Appeal, and set the Public Hearing date for Oct. 18.
