CLEARLAKE, Calif. – This week the Clearlake City Council will consider giving a 5-percent base pay increase to the city manager and discuss a bid award for the city's new visitor center.
The council will meet at 6 p.m. Thursday, Sept. 22, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
On the agenda is the council's consideration of an amendment to the employment services agreement with City Manager Greg Folsom.
City Attorney Ryan Jones' report explains that since Folsom took the job on June 15, 2015, the council has been complimentary of his work.
“He has effectively managed a number of projects in the city during that time, to include performing intense leadership roles during the Rocky, Valley and Clayton fires,” Jones said.
Based on Folsom's “quality service,” Jones wrote, the council will consider the amendment to his employment services agreement, which would raise his base salary by 5 percent.
“This is consistent with a typical step raise that other full-time employees are eligible for based upon satisfactory work performance,” Jones wrote. “The new rate of pay would be effective from Mr. Folsom's anniversary date of June 15, 2016.”
The rest of the terms of Folsom's contract would remain the same, Jones said.
The proposed amendment would cost the city approximately $6,575.16 annually, according to Jones.
Folsom's original contract called for him to be paid $9,167 per month. Under the terms of the amended contract, he would receive $9,625.35 per month.
The council also will consider awarding a bid for $16,896 to Neils Construction for the stucco repairs at the Highlands Park Visitor Center.
In other business, the council will consider accepting and filing the 2016 local agency biennial notice regarding amendments to the conflict of interest code as well as the appointment of a strategic plan ad hoc committee.
On Thursday Lt. Tim Celli also will introduce the new school resources officers, dispatcher and Explorer Post cadets, and there will be a presentation by the Lakeport Rotary Club regarding the Konocti Challenge.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are warrant registers; minutes of the Aug. 10 Lake County Vector Control Board meeting; consideration of the second reading of Ordinance No. 192-2016, an ordinance amending Chapter V, Section 10, “Conduct in Public Parks and Beaches” of the “Police Code” of the Clearlake Municipal Code; approval of amendment to Section 6-2.1 of Chapter 6 Management/Confidential Employees Classification and Benefit Plan Section 6 of the Employee Handbook; and approval of the fiscal year 2017 salary schedule.
