Property purchase, rent stability agreement on board's Tuesday agenda

LAKEPORT – County acquisition of a property next to Lampson Field and a resolution in support of a rent stability lease agreement relating to mobile home parks are on Tuesday's Board of Supervisors meeting agenda.


The board will meet at 9 a.m. Tuesday in the board chambers at the Lake County Courthouse, 255 N. Forbes. The meeting will be telecast live on TV Channel 8 and rebroadcast on Sunday at 9 a.m.


At 9:10 a.m. the board will hold a discussion regarding plans for Lampson Field and a proposed property purchase.


A staff report from Public Works Director Brent Siemer says that his department received a letter July 22 from the Alastair S. Falconer Revocable Trust giving the county a 30-day offering to purchase four parcels adjacent to the airport's southeastern corner.


The land include hangars, a restaurant and office space and other improvements, and is entirely developed except for half an acre, according to Siemer's report. No purchase price is specified, but the funding would come mostly from grants.


Siemer, who also acts as airport manager, says in his report that he received direction from the board on Aug. 5 to begin discussion's with the Falconer trust's attorney, Peter Windrem, to purchase the land.


Since then, Windrem has taken Public Works staff on a tour of the property, part of which Siemer's report suggests could be used for a Lakeport Fire Protection District site.


A Federal Aviation Administration official has indicated the agency would support the purchase. Siemer's report notes the purchase is consistent with the Lampson Field Master Plan.


The offer's 30-day window has been extended to Sept. 16 for the board to make a decision, Siemer reported.


Along with the property purchase discussion, the board also is scheduled to discuss a revision to the Airport Layout Plan and Airport Capital Improvement Program in order to facilitate the property acquisition, and consider appointing Siemer to negotiate on the county's behalf.


During the board's afternoon session, they will consider a resolution in support of the use of a rent stability lease agreement in mobile home parks in Lake County.


Supervisors Rob Brown and Anthony Farrington sit on the county's Mobile Home Task Force, which has been in longterm discussions over issues like rent control.


The board held a hearing on Aug. 12 to take public input on the issue, and directed County Counsel Anita Grant at that time to work on the proposed resolution's wording, which will be presented at the meeting.

9:30 a.m.: Public hearing, consideration of proposed ordinance establishing a fee in the amount of $20 to be collected by the Treasurer-Tax Collector for the cost of preparing delinquent tax records and giving notice of delinquency.


9:45 a.m.: Presentation of employee service awards; continued from Sept. 9.


10 a.m.: Discussion/consideration of recommendations on cost of service rate study for water and wastewater systems managed by Lake County Special Districts.


11:15 a.m.: Assessment appeal hearings, (a) Carol Wooster, 9308 Konocti Bay Road, Kelseyville;

(b) Donald J. Dallimonti, 13342 Driftwood Village, Clearlake Oaks.


2:30 p.m.: Discussion/consideration of modifications to Special District’s capacity analysis/hydraulic model policy and consideration of modifications to the mitigation requirements of the Carl’s Jr. Project at 1589 Dam Road Extension.

– Consideration of request for advanced step hiring of half-time Family Nurse Practitioner Xochilt Martinez due to applicant’s extraordinary qualifications (fifth step of the salary range).


– Consideration of proposed memorandum of understanding between the county of Lake and the county of Sonoma for reciprocal Public Works Assistance.


The board also will have a closed session to discuss labor negotiations and conduct a public employee performance evaluation of Special Districts Administrator Mark Dellinger.
