The meeting will begin at 9 a.m. Tuesday, Nov., 4, in the board chambers at the Lake County Courthouse, 255 N. Forbes, Lakeport. TV Channel 8 will broadcast the meeting live.
On Oct. 21, in a 3-2 vote, the board approved the ordinance prohibiting use of GE crops.
At 10:30 a.m., the board will hold a second reading of the ordinance, to be followed by a final, confirming vote.
If the second reading and vote affirms the ordinance, Lake will become the fifth California county to accept such a prohibition.
Other items for consider Tuesday include an update on the response by mobile home park owners to a proposed rent stability lease agreement.
That agreement, accepted by the board Sept. 16, is voluntary to begin with, but the board is seeking 100-percent compliance from park owners.
The Tuesday update is supposed to give the board an idea of whether or not that that compliance has been met. Board members indicated on Sept. 16 that if all park owners failed to comply they would move to a regulatory, rather than a voluntary, approach.
In untimed items, the board will discuss any conditions justifying the extension of an urgency ordinance imposed Oct. 7 which includes a temporary moratorium of new water connections in Spring Valley, along with the adoption of emergency water conservation restrictions.

9:15 a.m.: Public protest hearing for the proposed establishment of County Service Area (CSA) No. 23 – "Zone O" (Clear Lake Riviera) and imposing of assessments; and proposed resolution accepting and confirming ballot tabulation, all as set forth in the engineer’s report.
9:30 a.m.: Presentation of Proclamation designating the week of Nov. 9-15 as In-Home Supportive Services Caregiver Week in Lake County.
9:35 a.m.: Presentation of proclamation designating the month of November 2008 as Alzheimer’s Awareness Month in Lake County.
10 a.m.: Public hearing on consideration of proposed agreement between the county of Lake, the Lake County Redevelopment Agency and Eskaton Properties, pertaining to transfer of land located at 14102 East Highway 20, Clearlake Oaks (pursuant to this agreement the county proposes to pay the Redevelopment Agency’s Housing Fund $145,000 to reimburse the agency’s prior contribution toward Eskaton’s acquisition of this property and Eskaton will grant ownership of the property to the county, free of all liens).
10:15 a.m.: Discussion/consideration of request to rename “Lower Lake Park” as “Russell Rustici Park” (located at 16375 Second St., Lower Lake).
Untimed items:
‒ Consideration of request for board direction regarding the level of involvement of the County Administrative Office in the 2010 Census; and consideration of request to form a “Complete Count Committee” for the purpose of developing and implementing a 2010 Census Awareness Campaign.
The board also will hold a closed session for a conference with the county's labor negotiator.
