LAKEPORT – A memorandum of understanding on water projects, a continued discussion on a proposed ski lake and concerns over a state agency's stocking of fish in county lakes is on the Board of Supervisors' Tuesday agenda.

The meeting will begin at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St. Lakeport. TV Channel 8 is scheduled to broadcast the meeting live.

At the top of the morning, at 9:15 a.m., the board will convene as the board of directors for the Lake County Watershed Protection District to consider the proposed memorandum of understanding with Yolo Flood.

The agreement, which will be considered later in the day by Yolo Flood's board, codifies a pledge between the two agencies to work together on water supply and water quality projects, as Lake County News reported last month.

At 1:30 p.m., the board will continue a public hearing on the appeal of a proposed 11-acre ski lake at 16756 and 17350 Butts Canyon Road near Middletown.

Milton and Ellen Heath are appealing the Planning Commission's approval of Kurt Steil and Gary Johnson's Bonavita Estates, which in addition to the lake calls for resubdiving two parcels totaling 534 acres into five parcels, a deviation to construct a dead-end road longer than 1,000 feet and adoption of a mitigated negative declaration based on initial study. The project went through a lengthy public hearing last month.

In an untimed discussion, the board will consider a proclamation declaring the existence of a local emergency and requesting the Department of Fish and Game take action to exempt the county from existing fish stocking prohibitions as the result of a lawsuit against the agency. That discussion is continued from last week's meeting.

10 a.m.: Appeal of administrative penalties issued by Community Development, Code Enforcement Division to William Clee.

11 a.m.: Closed session to interview applicants for the county librarian position.

1:25 p.m.: Consideration of request to appoint Denise Rushing as chair of the In-Home Supportive (IHSS) Services Public Authority Board of Directors,and presentation of certificate of appreciation to outgoing Chair Ed Robey for his contributions to the IHSS program.

Untimed items:

– Consideration of proposed resolution declaring intent to adopt a resolution of public use and necessity for the Soda Bay Road Realignment/Big Valley Rancheria Road Rehabilitation Project.

– An ordinance amending the county purchasing ordinance to increase the current local vendor preference allowances (second reading).

The board also will convene in closed session to discuss labor negotiations.
