Last board meeting of year features GE crop committee appointments

LAKEPORT – The Board of Supervisors' last meeting of the month has a packed agenda, with appointments to an advisory committee on genetically engineered (GE) crops to be approved, an update on a rent stability agreement, repairs for the Lucerne Alpine Senior Center and a host of other end-of-year business.


The meeting will begin at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St. TV Channel 8 will broadcast the meeting live.


One of the hottest board topics in recent months has involved GE agriculture. At 1:30 p.m. the board will consider appointments to an advisory committee that will meet to discuss how the crops should be dealt with locally. The advisory committee came out of a proposal for a GE crop ban approved in October by later withdrawn by Board Chair Ed Robey.


Earlier in the day, at 11 a.m., the board will get an update on mobile home park owner responses to a proposed rent stability lease agreement, and discuss options for enacting the document.


At 1:45 p.m., the board will consider proposed agreements with the Lucerne Alpine Senior Center to provide much-needed repairs to the center's building, including its electrical system. The board also will discuss providing the funding necessary to eliminate existing debt on the center's property.

9:10 a.m.: Presentation of proclamation commending Faith Hornby for her outstanding volunteerism.


9:15 a.m.: Assessment appeal hearing for David and Guadalupe Acevedo for property located at 5545 Single Spring Drive, Kelseyville, and Glenn Baxter for a parcel located at 3339 Lakeview Drive, Nice.


9:45 a.m.: Public hearing on the Planning Commission's for approval of a general plan amendment proposal and a rezone, proposing a general plan amendment from rural residential to suburban residential reserve, consideration of a proposed ordinance rezoning 8.5 acres from rural residential to suburban reserve, and adoption of a negative declaration for the amendment and rezone. Project applicants are George Gibbs and Theresa Mather; project is located at 5650 and 5680 Kelsey Creek Drive, Kelseyville.


10 a.m.: Consideration of proposed resolution revising the amount of Community Development Block Grant Program income allocated to the Clearlake Oaks Plaza Project and to curb, gutter and sidewalk projects in the Northshore Redevelopment Project Area and reallocating project income back to the Business Expansion Revolving Loan Account; budget amendments and change orders for the Clearlake Oaks Plaza Project.


10:15 a.m.: Presentation of proclamation commending Jacqueline Armstrong upon her retirement from county service.


10:20 a.m.: Presentation of proclamation commending Kathleen Jansen upon her retirement from county service.


10:30 a.m.: Proposed contracts with county senior centers to provide health-related senior support services in the following amounts: Lucerne Alpine Seniors Inc., $4,000; Middletown Senior Citizens Inc., $4,000; Highland Senior Center, $9,136; Live Oak Senior Center, $5,646; Lakeport Senior Center, $7,387; Kelseyville Seniors Inc., $2,000. The board also will consider a contract for $1,000 with Senior Support Services Inc., and will discuss providing matching funds to the Area Agency on Aging for $23,857 and a one-time funding allocation of $30,000.


10:45 a.m.: Update from Lakeside Wellness Foundation regarding funding of the Mobile Health Services Unit Project and possible board action relative to county participation in this project.

– Board's report on conditions justifying the extension of an urgency ordinance imposing a temporary water connection moratorium and adoption of emergency water conservation restrictions for County Service Area No. 2, Spring Valley Lakes.


– Proposed ordinance establishing a $15 fee for administering the structural pest control applicator's examination.


– Proposed resolution authorizing a modification of the Lake County Sanitation District Sewer Use Ordinance fee payment requirements due to special circumstances associated with the Three Brothers Travel Plaza, located at the intersection of Highways 20 and 29.


– Proposed ordinance allowing for dogs to be off leash if under control of the owner in designated areas of six county parks; the ordinance also provides for horses to be ridden or led in Middletown County Park Trailside Nature Preserve.


– Requests from Sheriff Rod Mitchell for waiver of a formal bidding process and authorization of 10 2009 Ford Crown Victoria Police Interceptor vehicles from Holder Ford at a total cost of $217,740.07, and two 2009 Chevrolet Tahoe two-wheel-drive police pursuits from Maita Chevrolet for $56,298.22.


– Resolution finding that Solar Star LCI, LLC Solar project is in conformity with the Lake County General Plan, amendments to the site lease agreements and a power purchaser estoppel agreement between the county, Lake County Sanitation District and Solar Star LCI LLC.


– Consideration of recommendation by the Lake County Fish and Wildlife Advisory Committee for the purchase of a custom robotic mule deer figure in the amount of $2,000, to be used by the Department of Fish and Game to catch illegal, off-season hunters.


The board also will hold a closed session to discus labor negotiations and two cases of potential litigation.
