State septic tank rules topic of board workshop

LAKEPORT – Possible impacts for Lake County that result from new state septic tank rules will be on this Tuesday's Board of Supervisors agenda.


The meeting begins at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes. TV Channel 8 will broadcast the meeting live.


Environmental Health Director Ray Ruminski will give the board a status report beginning at 10 a.m. on the State Water Resources Control Board's proposed new regulations for septic tanks, which was the topic of recent public workshops in Santa Rosa, as Lake County News has reported.


Ruminski also will offer the board an overview of the new regulations' impacts on the county's septic permit program.


Lake County is home to about 15,000 septic tanks, according to a state estimate.


The new rules are expected to go into effect by July of 2010, according to the State Water Resources Control Board's timeline. The board is set to hold a final public hearing in Sacramento after it has redrafted the regulations based on public comment. That hearing has yet to be scheduled.


The following items also are included on the Tuesday agenda.


Timed items:


9:15 a.m.: Public hearing to consider a proposed ordinance amending the Lake County Code, Article III of Chapter 5, Section 5.14, relating to building permit noncompliance, violations, stop work orders, appeal rights, costs of abatement, penalties, and arrest and citation powers; and Article I of

Chapter 5, Section 5-4f.2, relating to regulations governing fireworks within the unincorporated areas of Lake County (continuation of the existing policy and updates the regulations to be consistent wit the 2007 California Fire Code).


9:30 a.m.: Consideration of proposed Resolution adopting Year 11 of the Carl Moyer Program, authorizing the Air Pollution Control Officer to submit grant application and sign program documents.


9:45 a.m.: Consideration of proposed resolution accepting conveyance of real property located at 12497 The Plaza and 12501 The Plaza, Clearlake Oaks, in the amount of $30,000, to be used for the reconstruction of the Live Oak Senior Center; seller is the United Methodist Church.


Non-timed items:


– Proposed ordinance amending Article X of Chapter Two of the Lake County Code to add a definition for the term “Purchase Order.”


– Discussion/consideration of proposed resolution authorizing the Special Districts administrator to act as the authorized representative for the Kelseyville Wastewater System, Kelseyville County Waterworks District No. 3 (authorizing the Improvement Project for Special Districts administrator to submit an application for loan and grant funding to the State Water Resources Control Board).


– Consideration of proposed Budget Transfer B-130 in the amount of $62,223.10 for the purchase of two 2009 2wd Chevrolet Tahoe police pursuits; and consideration of request for authorization for the sheriff/assistant purchasing agent to issue a purchase order to Kathy Fowler Chevrolet-Pontiac in the amount of $62,223.10, Budget Unit No. 2217-Sheriff/Pursuits.


The board also will hold a closed session to discuss labor negotiations and conduct performance evaluations on Air Pollution Control Officer Doug Gearhart and Registrar of Voters Diane Fridley.
