Green company seeks supervisors' support for manufacturing facility

LAKEPORT – On Tuesday the Board of Supervisors will discuss the creation of a proposed green manufacturing facility, water conservation measures and opposition to proposed state septic tank rules.


The meeting will begin at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St. TV Channel 8 will broadcast the meeting live.


In a discussion set for 11:30 a.m., the Board of Supervisors will consider offering a letter in support for a manufacturing facility proposed for Lake County.


Advanced Housing Technologies LLC (AHT) is applying for federal funds to create the facility, which would produce energy efficient temporary shelters and associated infrastructure.


The company, founded in 2006, is based in Kelseyville and led by Chief Executive Officer Clovice Lewis. Its vision is “To be a global leader of distributed power generation.”


Lewis spent two months in Mississippi after Hurricane Katrina, with one week of that time spent living in a trailer provided by the Federal Emergency Management Agency. He founded the company “in answer to the overwhelming need he saw for effective, safe and humane disaster-relief housing and associated services.”


AHT plans to accomplish its vision through a three-phase approach: focusing on disaster relief and green temporary housing to allow communities to exist off the grid for extended periods of time; offering solutions to commercial and residential developers to create new sustainable communities; and retrofit existing homes and businesses with “electrical protocols and firmware solutions” that will be developed through the initial two phases in order to create “a worldwide intelligent distributed power generation network.”


The company wants to locate a research and development and initial manufacturing facility in Lake County that eventually would employ 300 people, according to a memorandum from Lewis to the Board of Supervisors. He's seeking a letter from the board to strengthen his application to the federal government.


AHT currently has nine angel investors for a total of $1.25 million. The company ultimately is seeking $160 million, with $20 million as its first milestone.


The draft of a letter to Congressman Mike Thompson supporting AHT, written by Board Chair Denise Rushing, states, “We believe this project will help Lake County to play a significant role in the new federal administration energy initiatives to save more oil than we currently import from the Middle East and Venezuela combined, ensure 10 percent of our electricity comes from renewable sources by 2012, and make all new buildings carbon neutral, or produce carbon emissions, by 2030.”


The letter goes on to suggest the company be included in an upcoming appropriations bill.


In other board business, at 10 a.m. supervisors will consider a resolution recommending that Lake County's water users observe conservation measures. The request, which the Water Resources Division and Lake County Sanitation District will present, is in response to the dry water year, as Lake County News has reported.


Supervisor Jim Comstock will bring to the board a proposed resolution opposing the State Water

Resources Control Board’s proposed regulations regarding septic tanks, based on AB 885. The resolution suggests that the county not support the proposed rules unless they're significantly amended.

9:15 a.m.: Discussion/consideration of request to allocate funding for the development of a marketing strategy to attract commercial and resort investors that are interested in providing capital to existing businesses, resorts and properties in Lake County; and consideration of request to begin the recruiting process for a firm that has the expertise to attract commercial and resort investors.


9:30 a.m.: Presentation by Lake County/City Area Planning Council Associate Planner Terri Persons on the Lake County 2030 Regional Blueprint Planning Program.


10:30 a.m.: Overview of the Lake County Mussel Response Plan and protective actions that have been implemented to delay the infestation of mussels in Lake County water bodies; consideration of request to surplus decontamination stations pursuant to the requirements of the Lake County Purchasing Ordinance; and consideration of Mussel Task Force operations.


11 a.m.: Presentation of Employee Services Awards.

– Update on the emergency action taken by the Lake County Board of Supervisors on Dec. 9, 2008, declaring the continuance of the existing local emergency in regards to the court order issued by the Sacramento Superior Court which prohibits fish stocking by the Department of Fish and Game in

water bodies in Lake County.


– Public Works Proposed Ordinance amending Article XII of Chapter 19 of the Lake County Code concerning weight and speed limits on county bridges.


– Discussion/consideration of request to purchase 10 mobile audio video units for pursuit vehicles in the amount of $52,528.13 from WatchGuard.


– Discussion/consideration of request to purchase a replacement Livescan fingerprinting system for the Hill Road Vocational Education building in the amount of $26,168.45 from Cogent Systems.

– An ordinance amending Article X of Chapter Two of the Lake County Code to add a definition for the term “purchase order.”

abatement, penalties and arrest and citation powers (second reading); and an ordinance amending the Lake County Code, Article I of Chapter 5, Section 5-4f.2, relating to regulations governing fireworks within the unincorporated areas of Lake County (continuation of the existing policy and updates the regulations to be consistent wit the 2007 California Fire Code) (second reading).


The board also will hold a closed session to discuss labor negotiations.
