Kelseyville improvements, untended fruit trees on Tuesday board agenda

LAKEPORT – The Lake County Board of Supervisors will look at downtown improvements for Kelseyville and abatement of untended fruit trees at its Tuesday meeting.


The meeting will begin at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St., Lakeport. TV Channel 8 will televise the meeting live; the meeting also will be available for viewing online later in the week at http://laketv8.pegcentral.com/.


In an untimed item, the board will consider a proposed amendment to an agreement between the county and Pavement Engineering Inc. for design of concrete walkways, landscaping and decorative lighting along Main Street in Kelseyville. The amendment is estimated to increase the contract amount by $2,505.


During its Feb. 24 meeting, the board also has requested an update on the status of engineering contracts with local engineering firms, which will be part of the report.


At 10:15 a.m., the board will consider a proposed ordinance from Agricultural Commissioner Steve Hajik's office that would amend Chapter 3 of the Lake County Code to provide for abatement of unmanaged, neglected and abandoned pear and apple trees.


As orchards in the area are pulled out and sold, some rows of trees are left as landscaping for homes. That poses an issue when the trees aren't subject to pest control measures.


The result can be commercial orchards being hurt by pests that take shelter initially in those untended trees, such as codling moth, a pest that eats in the core of fruits like apples and pears.


The codling moth is very difficult to manage, according to information provided by the University of California, Davis' Statewide Integrated Pest Management Program. If it's uncontrolled it can damage anywhere from 20 to 90 percent of fruit in a specific location.

9:10 a.m.: Presentation of proclamation designating the week of March 15 through 20 as Mediation Week in Lake County.


9:15 a.m.: Public hearing, consideration of a proposed ordinance establishing a fee schedule for outpatient substance abuse counseling as established by the state of California’s Drug Medi-

Cal reimbursement rates.


9:30 a.m.: Presentation of certificate of recognition to Bundita Kosolcharoen for her contribution to the Lake County Marketing Program.


9:45 a.m.: Discussion/consideration of the Social Services director’s recommendation to submit a proposal in response to the impending request for proposal for Local Onestop Operations (providing workforce development services).


10:30 a.m.: Discussion/consideration of potential acquisition of property located at 3555 Lakeshore Blvd., Nice.


Non-timed items:


– Update on the emergency action taken by the Lake County Board of Supervisors on Dec. 9, 2008, declaring the continuance of the existing local emergency in regards to the court order issued by the Sacramento Superior Court which prohibits fish stocking by the Department of Fish and Game in

water bodies in Lake County.


– Consideration of appointments to the Heritage Commission.


– Consideration of proposed first amendment to the agreement between the county of Lake and Christopher “Kit” Jones for specialty mental health services (an increase of $7,000).


– Consideration of award of Bid No. 09-23 to RAD Construction in the amount of $124,642 for construction of Lakeport Intertie Project.


The board also will hold a closed session for labor negotiations and conference with legal counsel over current and potential litigation against the county.
