Clearlake council to hear midyear budget update on Thursday

CLEARLAKE – The midyear budget review and a second reading of the ordinance to rezone the Provinsalia property are on the Clearlake City Council's Thursday agenda.


The meeting will begin at 6 p.m. in the council chambers at Clearlake City Hall, 14050 Olympic Drive. TV Channel 8 will broadcast the meeting live, and will rebroadcast it on the Internet at http://laketv8.pegcentral.com/.


City Administrator Dale Neiman has prepared a midyear budget report which he'll present to the council at the meeting.


“Even with the down turn in the economy we are doing all right because of the difficult decisions we made in the 2007-08 and 2008-09 budgets,” Neiman writes in his report. “Our revenues are down, but so are our expenditures.”


In his report, Neiman explains that year-end revenue projects show the city coming up short by just over $123,000 due to lower-than-anticipated amounts from property tax payments and sales tax revenues, and Mediacom franchise fees.


The parks department is over budget due to personnel decisions. One position was eliminated and another position reduced in January. The PEG Channel's expenditures also have been put on hold because Neiman said reserves carried over from previous years have been spent.


In addition, the city's development review fund had revenues of $159,717 and expenditures of $176,997 for a deficit of $17,820. Neiman reported that the two inspectors are using their extra time to complete tasks associated with amending the city's redevelopment plan.


Overall, the city's general fund expenditures are at 56.4 percent and the total city budget expenditures are at 41.4 percent for the year to date, with redevelopment at 18.5 percent of expenditures, according to Neiman's report.


In total, the city has spent $4.1 million of its $9.9 million budget, and $1.2 million of its $6.6 million redevelopment budget, Neiman's report noted.


In other business, Neiman will bring to the council the second reading of the ordinance to rezone the Provinsalia property – located at 17012, 17055 and 17065 Dam Road – from resource protection to specific plan. Neiman's report recommends approving the ordinance.


His report notes that, while some people are concerned about there not having been enough time to review the specific plan in a comprehensive manner, it's been available since August 2008 and was reviewed by the Clearlake Planning Commission. The council has had the document since last November, and all written and oral comments have been answered, Neiman said.


As to concerns the site might be altered prematurely, he said the specific plan does not allow for work to begin until construction plans and performance bond have been approved. If those provisions are violated, it could result in prosecution for a misdemeanor.


Neiman also states in his report that the draft and final environmental impact reports for the property have been available for a substantial amount of time.


Other items on the Thursday agenda include:


– A presentation to former City Council members and District 1 supervisor, Ed Robey;


– A public hearing on assessing administrative penalties for failing to abate public nuisances;


– Nuisance abatement hearings for 15197 Harbor Lane, 3371 Ninth St., 5883 Cottage ave., 14490 Walnut Ave., 15969 25th Ave.;


– Consideration of amending the resolution establishing the Redevelopment Advisory Committee and an appointment to fill a vacancy on the committee;


– Status report on the street improvements associated with the federal stimulus legislation;


– Authorization for Neiman to execute a well-sharing agreement with Eugene Kininnook;


– Consideration of approving a building abatement loan program;


– Consideration of a contract for collision repairs to city vehicles.
