Board to hear presentation on mosquito and vector control assessment

LAKEPORT – On Tuesday the Board of Supervisors will hear an informational presentation on creating a benefit assessment to support mosquito and vector control services.

 

The meeting will begin at 9 a.m. In the board chambers at the Lake County Courthouse, 255 N. Forbes St., Lakeport. TV Channel 8 will broadcast the meeting live.

 

At 9:30 a.m., Dr. Jamesina Scott, district manager and research director of the Lake County Vector Control District, will make an informational presentation to the board on a proposed benefit assessment on all Lake County properties to fund mosquito and vector control efforts.

 

Scott will discuss with the board an upcoming mailed ballot that required under Proposition 218 when creating assessments.

 

In her request to be placed on the board agenda, Scott wrote to County Administrator Kelly Cox, “If approved, this ballot would fund improved control and elimination of mosquitoes using environmentally safe approaches; improved testing and control of disease outbreaks associated with ticks, rodents, or fleas; faster response times to residents' requests for service; and improved control of the diseases transmitted by mosquitoes and other vectors, including encephalitis, canine heartworm, and West Nile virus.”

 

Scott noted that the measure includes several layers of accountability to make sure that the funds the assessment would raise would be used only for mosquito, vector and disease control in the county.

9:15 a.m.: Presentation by Lake County Winery Association regarding highlights of the Lake County Winery Association’s (LCWA) Strategic Plan, accomplishments and current projects.

 

10 a.m.: Hearing – nuisance abatement assessment confirmation and proposed recordation of notice of lien in the amount of $1,391.41 on 12443 Elk Mountain Road, Upper Lake (William Clee and William Clee II).

 

10:15 a.m.: Presentation of annual report by the Fish and Wildlife Advisory Committee and presentation of the Conservationist of the Year Award to the Chi Council for their tireless efforts to protect the Clear Lake Hitch.

 

10:30 a.m.: Presentation by Social Services Director Carol Huchingson on a report entitled “Human Services in a Time of Economic Crisis.”

 

10:45 a.m.: Public hearing – appeal of Terry Hopkins of the Lake County Planning Commission’s decision to deny a minor modification of a use permit to allow the establishment of home occupation with an oversized detached accessory structure that was approved as a collector’s garage in 2003; project is located at 1519 McMahon Road, Lakeport. Continued from April 21.

– Update on the emergency action taken on Dec. 9, 2008, regarding the prohibition of fish stocking by the Department of Fish and Game in water bodies of Lake County.

 

– Consideration of request to schedule date for County Economic Development Summit.

 

– Discussion/consideration of proposed first amendment to agreement between the county of Lake and Rossmann and Moore LLP for special legal services (an increase of hourly rates).

 

– Discussion/consideration of proposed agreement between the Lake County Watershed Protection District and the Regents of the University of California for Clear Lake historical data analysis in the amount of $52,076.

 

– Consideration of request for waiver of the consultant selection policy based on the finding that it is not in the public interest to follow the consultant section board policy; and consideration of proposed agreement between the Lake County Sanitation District and Northwest Biosurvey for the preparation of biological studies (to meet environmental requirements), for the Anderson Springs Wastewater Collection System Project in the amount of $13,000.

 

– Consideration of award of Bid No. 09-32 to Coastline Equipment for the purchase of one 2009 crane truck in the amount of $100,000, and/or other options for the purchase of this equipment. Continued from April 21.

 

The board also will hold a closed session with its labor negotiator and discuss existing litigation with legal counsel, specifically the Equal Employment Opportunity Commission claim of F. Rivero.
