Board looks at Mental Health loan, letter opposing waste bill

LAKEPORT – A loan for the Mental Health Department and a letter opposing a proposed bill that would raise the amount of trash that counties need to divert from their waste stream will be before the Board of Supervisors at its Tuesday meeting.


The meeting will start at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St., Lakeport. TV Channel 8 will broadcast the meeting live. Full agendas can be found at www.co.lake.ca.us/Government/Boards/Board_of_Supervisors/BOS_Agendas.htm.


The County Administrative Office will take to the board an item for discussion and consideration of a loan from the general fund to the Mental Health Fund to pay past due invoices from various service providers. The item is untimed.


Last week, the board decided to transfer realignment funds from the Social Services Department to Mental Health, which has $2.1 million in unpaid vendor bills. Earlier this month, the board also approved eliminating 18 Mental Health positions because of budget constraints.


The county already has loaned Mental Health $2 million from the general fund to meet its obligations. The loan the board will discuss on Tuesday will help address the outstanding vendor bills, which officials are concerned may result in vendors cutting off the county if the bills aren't paid.


In other business, at 9:45 a.m. the board will discuss and consider proposed letters to Assemblyman Wes Chesbro and Sen. Patricia Wiggins in opposition to AB 479, which Chesbro introduced in January.


AB 479 would require cities and counties to divert 60 percent of all solid waste through source reduction, recycling and composting on or after Jan. 1, 2015, an amount which would then rise to 75 percent by 2020. State law currently requires a 50-percent diversion, as Lake County News has reported.


In addition, the bill would increase the state's mandatory quarterly landfill fee from $1.40 per ton to $3.90 per ton on or after Jan. 1, 2010; that would raise the county's fees from $70,000 a year to an estimated $195,000 a year.


The board discussed an opposition letter in April, which they agreed to revise and bring back for further discussion.
