Clearlake Council to consider stimulus project management, adding to street system

CLEARLAKE – The Clearlake City Council will discuss entering into an agreement with a firm for services related to a federal stimulus project and consider accepting a street into the city maintained system at its Thursday meeting.


The meeting will begin at 6 p.m. in the council chambers at Clearlake City Hall, 14050 Olympic Drive. TV Channel 8 will broadcast the meeting live.


City Administrator Dale Neiman will ask the council to authorize him to execute an agreement with Green Valley Consulting Engineers to provide construction management and inspection services for a federal stimulus street project.


The city has received $813,000 in stimulus funds for street improvements for Austin and Burns Valley roads, with the council also being able to add in road work on Arrowhead and Pomo, according to Neiman's report. The city's draft budget includes a total of more than $1.6 million available for roadwork.


The city's project is out to bid, which is expected to be awarded in July, Neiman reported.


They've received two proposals from Santa Rosa firms Coastland Civil Engineering and Green Valley Consulting Engineers, with Neiman proposing the city accept the latter. The cost per day for construction with Coastland would be $1,402, and $1,063 for Green Valley.


In other business for Thursday, Neiman is suggesting the council deny a request from Douglas Crandall to accept Cedar Avenue into the city-maintained street system.


Neiman's report explains that the city is facing a serious challenge in maintaining the streets it currently has, thus his suggestion that they deny the request.


The council also will consider an agreement with the county to provide funding to develop a community garden and install landscaping improvements at the senior center on Bowers Avenue; will discuss abating properties that violate city municipal and health and safety codes regarding overgrown weeds and vegetation; and look at designating voting delegates and alternates for the League of California Cities annual conference in September.
