Supervisors look at resort rezone, senior center and federal grant

LAKEPORT – At its Tuesday meeting the Board of Supervisors will hold public hearings on funding for the Clearlake Oaks Senior Center and a resort rezone plan, and discuss a federal grant related to helicopter services for marijuana eradication.


The meeting will begin at 9 a.m. in the board chambers at the Lake County Courthouse, 255 N. Forbes St., Lakeport. TV Channel 8 will broadcast the meeting live.

At 9:10 a.m. the board will hold a public hearing on a proposed resolution that would approve using tax increment funds to leverage a Community Development Block Grant (CDBG) application to construct the new Clearlake Oaks Senior Center. Along with that, the the funding would support a housing rehabilitation program in the Northshore Redevelopment Project Area.


Last week the board approved an $800,000 CDBG application to support both the center and the housing rehabilitation program, and also agreed to transfer $407,408 from the Business Expansion and Retention Revolving Loan Fund for the senior center program.


At 9:15 a.m., the board will discuss possible action regarding the county's Drug Enforcement Administration grant for illegal marijuana eradication and the county's related contracts for helicopter services.


A memorandum from Supervisor Denise Rushing to the board cites a forced landing that took place late last month involving a rented helicopter being piloted by sheriff's Lt. Dave Garzoli. As a result, the board wants to hold a discussion with Sheriff Rod Mitchell about how the program is being operated.


The board also will hold a 9:45 a.m. public hearing on the Avalon Springs LP's project, located at 13333 Big Canyon Road, Middletown.


The hearing will consider the Lake County Planning Commission’s recommendation for approval of a rezone from “CR-DR” (Commercial Resort-Design Review) to “PDC-DR” (Planned Development Commercial-Design Review).


They'll also discuss a General Plan of Development which is a specific plan of development for the renovation and expansion of 67 existing commercial resort/retreat units to accommodate up to 190 guests, including the development of a special events facility, creation of 30 timeshare/employee housing units and other resort related amenities.

Following the open portion of the meeting the board will hold a closed session to discuss labor negotiations and an existing case of litigation, Blanchard v. County of Lake.
