CLEARLAKE, Calif. – As Labor Day has passed it is time to remember that children are back to school, and the Clearlake Police Department is urging the community to take precautions to make sure schoolchildren remain safe.

Clearlake Police's traffic officer, Mike Perreault, said that in the mornings and afternoons there will be an increase of children walking, riding bicycles, and going to and from school.

There also will be an increase in the volume of traffic due to school buses and parents transporting children to and from school, Perreault said.

Perreault said the following are important things to remember as the new school year moves forward in order to help ensure the safety of the community's children:

• Give yourself some extra time: With the increase in traffic, cyclist and pedestrian traffic, as well as those who now need to add taking the children to school to their schedule, give yourself some extra time in the morning. That way you are not in a rush and tempted to speed or put safety aside to get where you are going.

• The school zone speed limit is 25 miles per hour: When driving within 500 feet before and after a school while children are outside or crossing the street, the speed limit is 25 miles per hour unless otherwise posted. Also, if the school grounds have no fence and children are outside, never drive faster than 25 miles per hour. Some school zones may have speed limits as low as 15 miles per hour.

• School buses: The driver of any vehicle upon meeting or overtaking from either direction of a school bus, that is stopped for the purpose of loading or unloading any schoolchildren and displays a flashing red light signal and stop signal arm, visible from front or rear, shall bring the vehicle to a stop immediately before passing the school bus and shall not proceed past the school bus until the flashing red light signal and stop signal arm, if equipped with a stop signal arm, cease operation.

Also, a vehicle driver approaching an intersection at which a school bus is stopped shall stop his/her vehicle at that intersection until the flashing red signals are no longer actuated.

• Pedestrians and crosswalks: Many of our schools have crosswalks and crossing guards in the roadways and intersections around our schools. The driver of a vehicle shall yield the right of way to a pedestrian crossing the roadway within any marked crosswalk.

• Bicycle helmets: In California, anyone under the age of 18 must wear a helmet when riding a bicycle on a street, bikeway or public bicycle path or trail. The law also requires anyone under 18 to wear a helmet when riding a scooter, skateboard or when using inline skates. So parents, please, make sure your children have and are wearing a helmet.

“Keeping our children safe is all of our responsibility,” said Perreault. “So please let's keep these reminders, rules of the road, and safety tips on our minds so we can have a safe, successful and happy school year.”

CLEARLAKE, Calif. – Over the last week and a half the Clearlake Police Department has served search warrants leading to the arrests of several individuals for illegal commercial marijuana cultivation, with hundreds of plants seized and three residences red-tagged for building code violations.

Det. Ryan Peterson said the operations took place beginning on Aug. 24, and continued earlier this week.

On Aug. 24 officers executed search warrants in the 3400 block of Sixth Street and the 16000 block of 31st Avenue in Clearlake, Peterson said.

During the execution of the search warrant at the 16000 block of 31st Avenue, approximately 487 growing marijuana plants were located along with dried processed marijuana and indicia noting the sale of marijuana. Peterson said no one was located at the residence during the execution of the search warrant.

The residence on the property was determined to be in violation of numerous building code violations and was subsequently red-tagged by the Clearlake Building Department, Peterson said.

While officers were serving the search warrant at the 3400 block of Sixth Street, they located and arrested 36-year-old Liliana Guadarrama, according to Peterson.

Peterson said that during the search officers located 80 large growing marijuana plants throughout the property, with the plants weighing a total of 1,360 pounds. Additionally, officers located a previously reported stolen handgun inside the residence where Guadarrama was located. 

That residence also was red-tagged due to numerous building code violations, Peterson said.

Guadarrama was booked into the Lake County Jail for the felony violations of cultivation of marijuana, possession of marijuana for sale, being armed in the commission of a crime and possession of a stolen handgun, according to Peterson.

On Wednesday, officers served another search warrant in the 3400 block of Fifth Street, where Peterson said they located and arrested 38-year-old Miguel Mendoza-Balderrama. 

A search of the property revealed 81 large growing marijuana plants which weighed approximately 1,140 pounds, Peterson said.

He said the entire property was covered with the growing marijuana, with Mendoza-Balderrama living in a small tent.

The property had a water hose and electrical power line coming from a connected residence where an elderly female, who is not being identified, was living. The elderly female was determined to have no connection to the illegal cultivation of marijuana, Peterson said.

Peterson said Mendoza-Balderrama was booked into the Lake County Jail for the felony violations of cultivation of marijuana and possession of marijuana for sale.

On Thursday, officers executed a search warrant in the 4300 block of Wilder Avenue, where Peterson said they arrested 19-year-old Yessica Contreras.

He said Contreras was located inside a bedroom of the residence where approximately 21 pounds of processed marijuana was discovered in a closet. The processed marijuana was packaged for sale in one pound increments. 

During a further search of the residence, 48 large growing marijuana plants were found, with a total weight of approximately 660 pounds, Peterson said.

Peterson said evidence of other involved suspects was located and further investigation into those suspects is continuing. 

The residence on that property also was red-tagged, Peterson said.

Contreras was determined to be approximately six months pregnant and due to her medical state was released with pending charges for the felony cultivation of marijuana and sale of marijuana, Peterson said.

Additionally, the property was discovered to be associated with numerous other properties involved in commercial marijuana growing operations within the city. Peterson said the owner of the properties is being reviewed for possible criminal charges as well.

The Clearlake Police Department reported that it will continue to actively investigate commercial marijuana growing operations in the City of Clearlake. LAKEPORT, Calif. – The Lakeport Police Department has issued a traffic safety advisory for the Lake County Fair Parade, which takes place on the evening of Thursday, Sept. 1.

Starting at 5 p.m. Thursday, Main Street from Ninth Street to C Street and Martin Street from Estep Street to Main Street will be closed for the Lake County Fair Parade.

The parade will start between 5:30 and 5:45 p.m. at the old Natural High School property in the 800 block of N. Main Street and travel south on N. Main Street to Martin Street and then west on Martin Street to the Lake County Fairgrounds at 401 Martin St.

During the parade, detour routes will be available on N. Forbes and Armstrong streets.

Street closures are expected to be removed when the parade ends at approximately 6 p.m.

Up to 2,000 people are expected to be in attendance, the Lakeport Police Department said.

The public is asked to use caution when traveling in the area and to be aware of traffic controls.

The Lakeport Police and Public Works will be on site to provide for public safety.

To provide for additional disabled person parking during the Lake County Fair, the city of Lakeport, by city council order, has designated C Street between S. Forbes Street and the C Street fairgrounds gate as temporary disabled parking starting on Thursday and continuing through midnight on Sept. 4, police said.

Police said this will provide for eight additional disabled parking spots close to the fairgrounds.

All other vehicles found parked in this area will be cited, police said.
