Deputies respond to reported shooting

A report from Lt. Patrick McMahon stated that at 12:05 p.m. Monday LCSO deputies, along with Sheriff Rodney Mitchell, responded to a report of an assault with a firearm in progress on Plunkett Lane.

While responding, deputies learned that the responsible party was Michael Allen, 32, of Kelseyville, and that he had allegedly shot at other family members during a dispute.

Allen was able to leave the residence prior to the arrival of responding deputies but was stopped by CHP Officer Kevin Domby based on the information broadcast by Central Dispatch to responding units.

Allen was detained and agreed to be driven back to the scene. An investigation by Deputy Darren Daskam and Detective Barry Clark revealed that Allen had become involved in an argument with his brother, James Allen, 44 of Kelseyville, and another man, 30-year-old Richard Manning of Kelseyville.

During the argument Allen chased his brother and Manning around the property, then went into the residence, retrieved a .22 caliber rifle and shot at them at least once while they were running in an orchard across the street from the residence.

Manning used his cell phone to dial 911, and reported being shot at, at least twice. A witness also observed Allen with the firearm, pointing it at the two victims, but did not hear any shots.

McMahon's statement emphasized that no one was injured during the incident.

A .22 caliber rifle believed to have been used in the incident was recovered from the scene.

Michael Allen was arrested and transported to the Lake County Jail where he remains in custody on $15,000.00 bail. He is charged with assault with a deadly weapon, terrorist threats and willful discharge of a firearm in a negligent manner.
