NORTHERN CALIFORNIA – Small, nonfarm businesses in 13 California counties and four neighboring counties in Oregon are now eligible to apply for low-interest federal disaster loans from the U. S. Small Business Administration (SBA).
“These loans offset economic losses because of reduced revenues caused by the drought that occurred June 18 to Aug. 12, 2013, in the following primary counties,” announced Alfred E. Judd, Director of SBA’s Disaster Field Operations Center-West.
Primary California counties include Del Norte, Humboldt, Mendocino, Shasta, Siskiyou and Trinity; neighboring California counties are Glenn, Lake, Lassen, Modoc, Plumas, Sonoma and Tehama; and neighboring Oregon counties are Curry, Jackson, Josephine and Klamath.
The deadline to apply for these loans is April 14, 2014.
“SBA eligibility covers both the economic impacts on businesses dependent on farmers and ranchers that have suffered agricultural production losses caused by the disaster and businesses directly impacted by the disaster,” Judd said.
Small, nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private, nonprofit organizations of any size may qualify for Economic Injury Disaster Loans (EIDLs) of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred.
“Eligibility for these loans is based on the financial impact of the disaster only and not on any actual property damage. These loans have an interest rate of 4 percent for businesses and 2.875 percent for private, nonprofit organizations, a maximum term of 30 years, and are available to small businesses and most private, nonprofits without the financial ability to offset the adverse impact without hardship,” Judd said.
By law, SBA makes EIDLs available when the U. S. Secretary of Agriculture designates an agricultural disaster. Secretary Tom Vilsack declared this disaster on Aug. 14, 2013.
Businesses primarily engaged in farming or ranching are not eligible for SBA disaster assistance. Agricultural enterprises should contact the Farm Services Agency (FSA) about the U. S. Department of Agriculture (USDA) assistance made available by the Secretary’s declaration. However, in drought disasters nurseries are eligible for SBA disaster assistance.
Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure Web site at https://disasterloan.sba.gov/ela .

LAKEPORT, Calif. – Two local businesses recently presented funds raised during their “add a dollar” campaigns to help pay for the city's annual fireworks display.
Lake County Chamber President Jim Magliulo recently received a $500 check from Jackie and Jeff Hanson, owners of Grocery Outlet in Lakeport, and a $2,399.18 check from Bruno’s Shop Smart Manager Carlos Fagundes.
The checks will be forwarded to the city of Lakeport to help defray the cost of the July 4 fireworks over Library Park in Lakeport.

SACRAMENTO – State Controller John Chiang on Monday released his monthly report covering California's cash balance, receipts and disbursements in July 2013, the first month of the state's fiscal year.
Revenues for the month totaled $4.8 billion, coming in below estimates contained in the state budget by 6 percent.
“Reflective of the state's improving fiscal health, California’s upcoming cash flow borrowing is shaping up to be the smallest in four years,” said Chiang. “While this month's numbers disappoint, reaction must be tempered by the fact that July is often the state's least significant revenue collection month.”
According to Department of Finance estimates, the month was supposed to deliver $5.1 billion in revenues.
Personal income taxes for the month came in $273 million below (7.0 percent) estimates outlined in the state budget.
Corporate taxes for July were $10.1 million above (4.9 percent) estimates, while sales tax receipts were up $7.1 million (0.9 percent).
The state ended the month of July with a general fund cash deficit of $10.9 billion, which was covered with internal borrowing from other funds.
The controller has projected that the state will need approximately $5.5 billion in short-term external borrowing for the current fiscal year. This annual borrowing comes through a Revenue Anticipation Note (RAN) and is typically repaid in May or June.
This will be the smallest cash-flow borrowing in the state's recent history (2012-13: $10 billion, 2011-12: $6.4 billion, 2010-11: $10 billion, 2009-10: $8.8 billion).

LAKE COUNTY, Calif. – Responding to recent business closures and layoffs in Lake County, WorkforceLake has received a specialized grant to assist laid off employees from specific industries get back to work.
WFL will be holding special informational orientations to explain available services for these dislocated workers on Wednesday, Aug. 14, in Clearlake and on Thursday, Aug. 15, in Lakeport. Orientations will begin promptly at 3 p.m.
Affected workers who were laid off from these industries are encouraged to attend: restaurant, hotel/motel, wineries, hospitals, some packing sheds and Southlake school districts.
Learn about some of the services that may be available to you including training opportunities and reemployment benefits such as career assessment, assistance with tuition and books while attending college or vocational training, job development, paid on-the-job training opportunities and much more.
If you have been laid off from any of these businesses you are encouraged to come in or call 707-263-0630 to register for an orientation on one of the following dates: Aug. 14 at 3 p.m. at 6945 Old Highway 53 in Clearlake or Aug. 15 at 3 p.m. at 55 First St. in Lakeport.
There are many services available to assist job seekers with their reemployment plan. Services for eligible dislocated workers are funded by the Workforce Investment Act.
