Kicking off California’s trade and investment mission to China, Gov. Edmund G. Brown Jr. met with China’s Minister of Commerce Gao Hucheng on Tuesday and signed a landmark agreement with the Ministry of Commerce to bolster economic ties and cooperation between California and China.
“While California seems relatively small compared to the vastness of China, the innovation, the creativity of Silicon Valley, our medical advances, the Internet and various other technologies make California, I believe, a very valued partner for China,” said Gov. Brown in the meeting with China’s Minister of Commerce. “I see the meeting today as just another step in a long history of increasing mutual understanding and collaboration.”
The agreement, the first-of-its-kind between a subnational entity and the Ministry of Commerce, establishes a joint working group that includes California, the Ministry of Commerce and leaders from six provinces – autonomous regions and municipalities directly under the central government – Jiangsu, Inner Mongolia, Shanghai, Shandong, Guangdong and Chongqing, representing more than 350 million people.
The working group is the product of talks between the Governor and President Xi Jinping during his visit to California in February 2012.
The two leaders identified a need for enhanced cooperation and communication between California and China to advance mutual interests in trade and investment.
The memorandum of understanding (MOU) establishing the working group was signed at a ceremony attended by dozens of business and government leaders from California and China who met to discuss trade and investment opportunities.
“You can be sure that over the next several years that this union will have been the beginning of a lot of creative energy and output and production that will improve the lives of millions of people,” said Gov. Brown in remarks at the signing ceremony.
The working group’s activities will include: a regular exchange of information, annual seminars on trade and investment cooperation, trade missions and the formation of strategic relationships between cities in California and China.
The MOU also identifies nine key sectors for cooperation, including infrastructure, biotechnology, information technology, agriculture, energy, manufacturing, tourism, environmental protection and exhibitions.
China’s Chamber of Commerce for Import and Export of Mechanic and Electronic Products and the Governor’s Office of Business and Economic Development will participate in the working group as representatives of the business community.
The governor’s trade and investment mission follows more than a year of significant diplomatic and business exchanges between the State of California and China.
In February 2012, Gov. Brown welcomed His Excellency Xi Jinping, then-vice president, and now president of China, to California. During the visit, Gov. Brown announced his intention to visit China, open a trade and investment office and form a China-California Joint Task Force to drive more collaboration, investment and trade between California and China.
Later in 2012, the Brown administration convened the inaugural Joint Economic Committee between California and China’s Jiangsu Province, hosted a Chinese delegation led by the Vice Minister of China’s Ministry of Commerce and met with a Chinese delegation led by Deputy Governor Xia Geng of China’s Shandong Province.
This week and next, the governor will meet with Chinese government and business leaders, highlight bilateral trade and investment opportunities between the two regions and open a new trade and investment office.
In addition to Beijing, the trade and investment mission will include events in Shanghai, Nanjing, Guangzhou and Shenzhen through Tuesday, April 16.
Joining the governor on the trade and investment mission is a delegation organized by the Bay Area Council that includes approximately 90 business, economic development, investment and policy leaders from throughout California. Senior administration officials also are accompanying the delegation.

LAKEPORT, Calif. – Lake County Energy Watch has a program for Pacific Gas and Electric Co. (PG&E) commercial customers in Lake County to help improve energy efficiency and save money.
The Energy Fitness Program offers low-cost lighting retrofits for customers whose electrical demand is 200 kW or less per month.
These retrofits are available to small businesses, non-profit organizations and special districts, as well as city, state and federal facilities located in Lake County.
The retrofits include four- and eight-foot linear fixtures, high bay fixtures, light-emitting diode (LED) refrigeration case lighting, gas station canopy lights, ENERGY STAR compact fluorescent lamps (CFLs), LED open signs, vacancy sensors, vending machine controls and faucet aerators, as well as additional LED and other cost-effective measures.
All of these measures, including energy-efficient lighting upgrades, are available for nominal copay.
In a letter of support for the Energy Fitness Program, Fire Chief Willie Sapeta wrote, “On behalf of the Lake County Fire Protection District, we would like to extend our appreciation for the assistance with enrolling my district into the Energy Fitness/Energy Watch Program. We received new, efficient lighting components at each of our facilities, which replaced 25-year old technology lighting. The new lighting provides a crisper, brighter and safer environment to work in. We also look forward to the going green aspects of the new lighting to do our part in contributing to a greener workplace.”
Lake County Energy Watch received assistance from PG&E to pay nonprofit organizations’ copay for lighting retrofits available through the program.
Lake County Energy Watch is administered by PG&E using funding from California utility customers under the auspices of the California Public Utilities Commission.
Energy Watch partnerships are designed to help local governments and their communities lower their energy bills and enjoy a cleaner environment.

Gov. Edmund G. Brown Jr. will travel to the People’s Republic of China this week to meet with Chinese government and business leaders, highlight bilateral trade and investment opportunities between the two regions and open a new California foreign trade and investment office.
The trade mission will include events in Beijing, Shanghai, Nanjing, Guangzhou and Shenzhen from Wednesday, April 10, through Tuesday, April 16.
The governor will be joined by a delegation organized by the Bay Area Council that includes approximately 90 business, economic development, investment and policy leaders from throughout California. Senior administration officials will also accompany the delegation.
“California’s exports are booming and our place in the world economy has never been stronger. Our ties with The People’s Republic of China in particular are deep – from the Chinese immigrants crossing the Pacific in 1848 to hosting China’s next President in Los Angeles last February,” said Brown in his State of the State Address in January. “This year we will take another step to strengthen the ties between the world’s second and ninth largest economies.”
The trip follows more than a year of significant diplomatic and business exchanges between the state of California and China.

LAKEPORT, Calif. – The city of Lakeport Economic Development Advisory Committee will meet on Wednesday, April 3.
The meeting will take place from 7:30 a.m. to 9 a.m. in the conference room at Lakeport City Hall, 225 Park St.
Agenda items include scheduling a discussion on Lakeport branding, an informational presentation from John Kuhry, executive director of the Economic Development and Financing Corp., a discussion of regional economic development, and committee member reports and business outreach activities.
The committee advocates for a strong and positive Lakeport business community and acts as a conduit between the city and the community for communicating the goals, activities and progress of Lakeport’s economic and business programs.
Members do not have to be Lakeport residents. Current members include Alan Flora, Melissa Fulton, Carol Hays, Barbara Johnson, George Linn, Nina Marino, Wilda Shock and Taira St. John. City staffers Andrew Britton and Margaret Silveira are ex-officio committee members.
The group is scheduled to hold its next meeting from 7:30 a.m. to 9 a.m. Wednesday, May 1.
