Carl Webb passed away on Nov. 22. 2025, in Santa Rosa, California. 

Carl is preceded in death by his parents as well as his first wife Laura and second wife Carol. 

He is survived by his sister, Carol Harris; sister-in-law, Susie Robertson; son, Marshall Webb; daughters, Michelle Wardall (Steve), Deborah Hysmith (Fred), Eve Koehler (Randy) and Kathlyn Alumbaugh (Mike); stepson, Robert Shinn; granddaughters, Savannah Self and Nicole Alumbaugh; grandsons, Eric Hysmith and Shawn Hysmith (LeaAnna); nephew, Chuck Harris; nieces, Dianne Hoffman and Linda Lantz; and great-grandson, Shawn Jessie Hysmith.

Carl was born in Louisville, Kentucky. After graduating from Santa Clara High School, he joined the Marines. 

Carl was a businessman and managed several Woolworth stores before purchasing the first Taco Bell in Napa. In 1969, Carl moved his family to Clearlake where he joined the Lake County Sheriff's Department. In 1988, he graduated from the FBI Academy. Carl was promoted to lieutenant and was tasked as project manager for the construction of the new Hill Road Correctional Facility in Lakeport. Under his leadership, the project was completed on time and under budget. Carl retired after 25 years of service.

Carl was passionate about helping his community and won two Lake County Stars Awards; the Volunteer of the Year award in 2003 and the Spirit of Lake County in 2020. 

Carl was a Boy Scout Leader, started the now defunct Clearlake Sportsman's Club, a prior Elks Club and Lions Club member, announced the annual Redbud Parade for many years, was an active participant in the Clearlake Rotary Club for over 40 years, and spent many years on the Clearlake Planning Commission.

When Carl wasn't working, you would find him and Laura fishing. They spent many years fishing Alaska, as well as the Klamath, Smith and Chetco rivers for Salmon and Steelhead. He also loved to travel. 

After he retired, he and Laura purchased a RV and traveled throughout the United States and Mexico. When he married Carol, they traveled the world together. They explored as much as they could from hiking the Amazon River, walking the Great Wall of China, visiting Europe, Greece, Africa, and India, to sunbathing in Hawaii, Mexico, Costa Rica and Tahiti.

Carl was an amazing husband, father and friend to all. He will be truly missed. 

A celebration of life will be held at a later date.
