The program provides college graduates an opportunity to become full-time Senate staff members at the state Capitol in Sacramento for 11 months beginning in October 2009.
Fellows are assigned to the personal or committee staff of a senator and also participate in academic seminars with senators, senior staff, journalists, lobbyists and state government officials.
The fellowship program is jointly operated by the state Senate and the Center for California Studies at Sacramento State University.
Fellows are paid a stipend of $1,972 per month plus health, vision, and dental benefits. They earn 12 units of graduate credit from Sacramento State for the academic portion of the program.
"Being a fellow provides an excellent opportunity to gain first-hand knowledge of the legislative process," Wiggins said. "Whether your career goals are in the public or private sector, the Senate Fellows program provides valuable training."
Former Senate Fellows include current members of Congress and the California Legislature, judges, and numerous other elected officials and community leaders. Current Wiggins legislative aide Ana Rodriguez is a former fellow.
Wiggins said fellows experience the broad range of activities conducted in busy Senate offices.
Responsibilities include researching public policy issues, helping develop legislative proposals, analyzing and staffing legislation, assisting with constituent inquiries and casework, participating in meetings as the senator’s representative, writing press releases and speeches, and performing other delegated tasks.
A five-week orientation at the beginning of the program provides background on state government, the legislative process, and major policy issues.
Anyone who will be at least 20 years of age and a graduate of a four-year college or university by Sept. 1, 2009, is eligible to apply. There is no preferred major. Individuals with advanced degrees and those in mid-career are encouraged to apply.

The deadline for submitting applications is Feb. 25. Eighteen fellows will be selected in May after an initial screening of applications and a subsequent panel interview of finalists.
Wiggins represents Humboldt, Lake, Mendocino, Napa, Solano and Sonoma counties in the California Senate.

Highway 20
– Epidendio Construction of Lower Lake has been granted a Caltrans Encroachment Permit for guardrail repair from Verna Way to Paradise Cove. Work hours are 9 a.m. to 3 p.m., weekdays. Intermittent one-way traffic control will be in effect. Motorists should anticipate five-minute delays.
– A roadway realignment project from 1.4 miles east of the North Fork Cache Creek Bridge to 1.6 miles west of Walker Ridge Road will continue. Work hours are 7 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 10-minute delays. Contractor – Argonaut Constructors of Santa Rosa.
Highway 29
– A slide repair project from the Lupiyoma Creek Bridge to Bar X Ranch will continue. Work hours are 7 a.m. to 5 p.m., weekdays. A shoulder closure will be in effect with intermittent one-way traffic control. Motorists should anticipate five-minute delays. Contractor – Argonaut Constructors of Santa Rosa.
Highway 175
– PG&E of Ukiah has been granted a Caltrans Encroachment Permit for tree trimming from the junction of Route 29/175 in Kelseyville to the junction of Route 29/175 in Middletown. Work hours are 7 a.m. to 3 p.m., weekdays. Intermittent one-way traffic control will be in effect. Motorists should anticipate 10-minute delays.
Highway 281
– Caltrans will continue routine maintenance from 0.9 miles west of Tenino Way to the junction of Route 29/281. Work hours are 8:30 a.m. to 3:30 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 10-minute delays.
MENDOCINO COUNTY
Highway 1
– AT&T of Ukiah has been granted a Caltrans Encroachment Permit for utility work between Philo Greenwood Road and Navarro Bluff Road. Work hours are 8 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays.
Highway 101
– A pavement repair project from 0.1 miles north to 1.5 miles north of Comminsky Station Road will continue. Northbound traffic will be restricted to one lane 24 hours per day, seven days per week. Motorists may experience minor traffic slowdowns.
– Roadway repair due to pavement deterioration from 3.6 miles south of Ridgewood Ranch Road to 1.9 miles south of Ridgewood Ranch Road will continue. Traffic will be restricted to one lane in each direction of travel 24 hours per day, seven days per week. Motorists may experience minor traffic slowdowns.
Highway 128
– AT&T of Walnut Creek has been granted a Caltrans Encroachment Permit for utility work 2.2 miles east of Dry Creek Bridge beginning Monday, Jan. 12. Work hours are 7 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 10-minute delays. P128AA

– A bridge widening project at Outlet Creek Bridge will continue. One-way traffic control with a temporary signal is in effect 24 hours per day, seven days per week. Motorists should anticipate 10-minute delays. Contractor – Viking Construction Co. Inc. of Rancho Cordova.
– Caltrans will continue routine maintenance work from Rodeo Creek Bridge to Hosea Creek. Work hours are 8:30 a.m. to 3 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays.

– A bridge widening project at Soda Creek Bridge will resume on Monday, Jan. 12. Work hours are 7 a.m. to 5 p.m. weekdays. One-way traffic control will be in effect. Motorists should anticipate 10-minute delays. Contractor – Viking Construction Co. Inc. of Rancho Cordova.
