NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the County of Lake.
On or about April 17, 2026, the County of Lake will submit a request to the California Department of Housing and Community Development (HCD)/ US Department of Housing and Urban Development (HUD) for the release of 2018 Community Development Block Grant Mitigation and Resilient Infrastructure Program (CDBG-MIT RIP; Grant Number 18-MIT-RIP-23006) funds in the amount of $1,385,407.12. $981,407.12 was the initial award provided by California Natural Resources Agency [CNRA], and an additional $404,000 was provided by HUD to undertake a project known as the Clear Lake LG Sonic Buoy Harmful Algal Bloom Mitigation Project, located in the Lower Arm of Clear Lake near the City of Clearlake in Lake County, California (38 57 04.9, -122 38 56.5). The Project is a pilot project (24 months) that aims to reduce the harmful impacts of nuisance blue-green algae and cyanobacteria, while reducing the processing costs for drinking water purveyors by deploying buoys that utilize ultrasonic waves that decrease algae, reducing bloom frequency and severity.
The County of Lake has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Lake County Community Development Department-Planning Division, located at 255 N. Forbes St. (3rd floor), Lakeport, CA, 95453, and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Community Development Department, Planning Division via email to Michelle Irace, Senior Planner at michelle.irace@lakecountyca.gov or via mail to 255 N. Forbes St., Lakeport, CA 95453 (Attention Michelle Irace, Senior Planner). All comments must be received by 5:00 P.M. on April 16, 2026 and will be considered by the County of Lake prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The County of Lake certifies to HUD/HCD that Susan Parker in her capacity as Lake County Administrative Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s/HCD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Lake to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD/HCD will accept objections to its release of fund and the County of Lake’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Lake; (b) the County of Lake has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/HCD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the California Department of Housing and Community Development, Disaster Recovery Branch at 651 Bannon Street, Suite 800 |Sacramento, CA 95811.
