LAKEPORT, Calif. – Candidates for the District 5 seat on the Lake County Board of Supervisors discussed the issues impacting their district and the county at large at a Wednesday evening forum.
The event – held in the Board of Supervisors' chambers at the Lake County Courthouse in Lakeport – was cosponsored by Lake County News and the Lake County Economic Development Corp.
Candidates in the District 5 race are incumbent Rob Brown, Philip Reimers and John Stoddard. However, Stoddard did not attend after repeated contacts and invitations to participate.
During the forum, which ran just under an hour, Brown and Reimers responded to questions about their reasons for seeking the office; their priorities if elected; the economy; marijuana and the possible impact on Lake County if full legalization is approved; the homeless problem; the county's water resources; addressing staffing issues in county government departments, including law enforcement agencies; and creating parks for the Cobb community.

CLEARLAKE, Calif. – The Clearlake City Council this week will take a look at the upcoming fiscal year budget and hold a public hearing to introduce an ordinance that would place before voters a sales tax measure to raise funds to improve the city's infrastructure, in particular, its roads.
The council will meet beginning at 4:30 p.m. Thursday, May 26, for a study session on the draft fiscal year 2016-17 budget before the regular session begins at 6 p.m. in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
The council will host a public hearing to introduce the first reading of a proposed ordinance to place a 1-cent transaction and use tax on the November ballot.
The proceeds of the tax, which would be administered by the State Board of Equalization, would be used for funding the city's infrastructure needs, according to a report to the council from City Clerk Melissa Swanson.
Swanson said it's estimated that the tax will raise $1.6 million annually.
Of that amount, an expenditure plan included with Swanson's report says that 85 percent of the annual proceeds will be spent for road maintenance and improvements, 10 percent for maintenance equipment and personnel, and 5 percent for matching grant funding.
At its April 21 meeting the council reached consensus to pursue the tax.
The council at that time discussed certain parameters for the tax, including a 20-year sunset clause – unless there is a determination that it's still needed, in which case it would need to be placed before voters for approval of the extension – and the formation of an oversight committee to annually review the expenditures and make recommendations to the council.
In other business, the council will consider modifications to the mayor's 2016 appointments, receive an update from the Clearlake Police Department and hear a presentation from Konocti Regional Trails.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are warrant registers; receipt of notice of the annual rate modification from Clearlake Waste Solutions; and consideration of a letter of support for the Rides to Wellness grant proposal by the Lake County/City Area Planning Council.
The council will end the meeting by adjourning into closed session to discuss labor negotiations.

LAKEPORT, Calif. – The Board of Supervisors will consider a request this week to create a new municipal advisory council to represent residents of Clearlake Oaks and the surrounding areas.
The board will meet beginning at 9 a.m. Tuesday, May 24, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

In an untimed item, District 3 Supervisor Jim Steele will ask the board to consider a resolution approving the establishment of the East Region 3 Town Hall, or “EaRTH.”
EaRTH would be a municipal advisory council covering communities including Clearlake Oaks, Double Eagle, Glenhaven, Kono Tayee, Paradise Cove, Round Valley and Spring Valley. All meetings would be open to the public.
The group's purpose would be to host “discussions regarding local issues, seek resolution and consensus to problems in the region and act as an advisor to the District 3 member of the Board of Supervisors. The District Supervisor shall determine when it is appropriate for EaRTH to make a presentation to the Board of Supervisors,” according to the proposed resolution.
EaRTH's would have a five-member board, including a member each from the Spring Valley and Clearlake Oaks Keys property owners associations, a member of the Clearlake Oaks Business Association and two members at large.
It is to act solely as an advisory board and will not have the authority to represent the county directly to any other governmental body or organization, the resolution said.
The Board of Supervisors similarly formed a municipal advisory council, the Middletown Area Town Hall, in December 2006. MATH meets each month and advises the District 1 supervisor, currently Jim Comstock, on issues of community interest.
In other business, in an item timed for 9:15 a.m., the board will consider continuing the proclamation of a local health emergency by Lake County Health Officer Dr. Karen Tait first made in September in response to the Valley fire.
