CLEARLAKE, Calif. – The city of Clearlake is experiencing ongoing issues with vandalism at city-owned parks, which is necessitating some limitations on facility access and costing the city thousands of dollars for repairs.
City Manager Greg Folsom brought the latest round of vandalisms to the Clearlake City Council's attention on Thursday.
Folsom said vandals “created havoc” last week at park facilities including the restrooms at Redbud Park, where toilets were torn off the hinges.
As a result, he informed council members that the city had immediately implemented nighttime closures for all park restrooms, with Public Works staff locking them at 4 p.m. daily.
He also received council consensus to have a discussion about park security in the near future.
“It's costing us so much money,” Folsom told Lake County News after the meeting, adding that he was at his wit's end over the situation.
City officials said vandals have done everything from actually busting toilets to pieces to shoving dog waste bags from the parks down the toilets to cause them to back up.
“This happens all the time,” Clearlake Public Works Director Doug Herren told Lake County News on Monday.
In addition to last week's serious damage at Redbud Park, Herren said the park's restroom facilities were again vandalized on Sunday night, with a toilet once again ripped off its hinges and the pipes broken.
Until arrangements can be made with the Clearlake Police Department, Herren said he has no other option but to have his staff lock the bathrooms from 4 p.m. to 7 a.m. That, he added, will impact the fishermen who use the park at all hours.
The damage – from repairing broken toilets and valves to removing graffiti and replacing sprinkler heads – is proving expensive for the city, Herren said.
“So far this year, our budget for buildings and ground is $10,000,” he said. “We've burned through 50 percent.”
He said his staff estimates they're spending anywhere between $150 and $300 a week in repairs.
“I don't understand why. I don't get it,” Herren said.
Herren said they so far have no clues as to who is responsible for the damage – whether it's transients, gang members or others who frequent the park. His staff has tried outreach to all of them.
If people want to enjoy their parks, they need to take care of them. “We encourage people to let us know when vandalism is going on,” Herren said.

LAKE COUNTY, Calif. – A recently awarded grant will support the purchase of hundreds of emergency weather radios for county residents living in the Valley fire area.
State Farm gave a $10,000 grant to the Lake County Sheriff’s Office of Emergency Services for the purchase of National Oceanic and Atmospheric Administration weather alert radios.
State Farm Insurance Agent Nanette Dutcher formally presented the check to Sheriff Brian Martin at the Board of Supervisors' Feb. 16 meeting.
Martin said the Valley fire spread very quickly, taking down landlines, with people in the fire area reporting that they didn't receive the phone alerts from the sheriff's office.
However, one thing that wasn't affected by the fire was the sheriff's office's ability to transmit radio messages, Martin said.
Dutcher said State Farm felt it was important to support proper communications and to be prepared for the next disaster.
Undersheriff Chris Macedo told Lake County News that the donation will allow OES to purchase approximately 333 of the radios, which the county will receive in two shipments.
He said 40 of the radios will be outfitted with a flashing strobe light for people with hearing impairments, Macedo said.
Macedo plans to purchase Midland WR120 models. The radios allow users to receive emergency alerts from the National Weather Service, which Macedo said is looking at putting another repeater at the fire station in Hidden Valley Lake.
Macedo said the radios will come with programmed frequencies plus the capability to add more.
The company's Web site said the radio offers alerts for more than 60 kinds of weather hazards and emergencies.
In addition, OES will be able to send out alerts through the Integrated Public Alert Warning System, or IPAWS.
In January, the Lake Area Rotary Club Association gave OES a $3,000 grant to pay for a contract with an approved commercial software provider to access IPAWS, used by federal, state, territorial, tribal and local authorities for emergency alerts, as Lake County News has reported.
Macedo said the radios will provided a redundant service, in addition to other alert services OES offers.
He said he doesn't envision OES having to use the radios' alert system hardly ever.
Due to the limited number of radios available, Macedo said he will begin distributing them to people who live in the fire footprint first, with proof of residence required. If any radios are left, people adjacent to the fire area can apply.
The radio shipments are expected to come in within the next few weeks. Once they arrive, Macedo said he will announce the giveaway and instructions for acquiring them.

LAKEPORT, Calif. – Continuing discussions started in February, the Board of Supervisors on Tuesday will take up proposals for restructuring three key county departments.
The board will meet beginning at 9 a.m. Tuesday, March 1, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

In an untimed item, the board will consider various proposals to restructure the Public Works, Public Services and Water Resources departments.
The board held a lengthy but inconclusive discussion on the matter Feb. 16 and, ultimately, decided to hold it over because, at that time, Supervisor Anthony Farrington was absent, and his fellow supervisors expressed a desire to have all members present before moving to make a decision.
Also on Tuesday, the board will hear two presentations by the conservation organization Tuleyome that had been scheduled for last week's meeting but were held over at the request of Supervisor Jim Comstock, who was absent.
At 10 a.m. the board will hear a presentation from Tuleyome regarding the proposed purchase of the Silver Spur Ranch, a 1,200-acre property owned by the City of Ten Thousand Buddhas and located within the Snow Mountain Berryessa National Monument.
Tuleyome also will make a presentation regarding the establishment of a Northern Coast Range Inner Coastal Conservancy at 10:05 a.m.
Last week, state Sen. Lois Wolk (D-Davis) and Assemblymember Bill Dodd (D-Napa) introduced Senate Bill 1396 to establish the Northern Inner Coast Range State Conservancy.
The bill makes participation in the conservancy optional and decided at the county level. Lake is among 13 counties eligible for inclusion.

LAKEPORT, Calif. – The Lakeport City Council this week will hold public hearings on the Downtown Improvement Project and changes to another development, and consider a new St. Patrick's Day event.
The meeting will take place beginning at 6 p.m. Tuesday, March 1, in the council chambers at Lakeport City Hall, 225 Park St.
On Tuesday the council will offer a proclamation honoring retiring Planning Commissioner Ross Kauper for his years of dedicated service to the Lakeport Planning Commission.
There also will be a presentation of the Government Finance Officers Association’s Distinguished Budget Presentation Award to the city of Lakeport.
The council will hold two public hearings during the meeting.
In the first, the council will take up three matters relating to the Victorian Village property on S. Main Street, purchased last year by developer Ray Somberg.
The council will hold a hearing to adopt a mitigated negative declaration for a general plan amendment and zone change; approve the proposed general plan amendment from resort residential to major retail and residential with the findings contained in the proposed resolution; and approve the proposed zone change from R-5, Resort/High Density Residential to C-2, Major Retail and R-1, Single Family Residential with the findings contained in the proposed ordinance.
In the second public hearing, the council will hold an environmental review of the Downtown Lakeport Improvement Plan Phase II and consider adopting an amended mitigated negative declaration for the city of Lakeport project based on the information and findings contained in the initial study/environmental review and dated Feb. 3.
Under council business, City Manager Margaret Silveira will take to the council the application for a new event, a St. Patrick's Day parade to be held on Main Street on March 12.
The Lakeport Main Street Association is proposing to hold the event on Main Street, from Seventh Street to Armstrong and back to Seventh Street.
Also on Tuesday, Finance Director Dan Buffalo will present to the council a request to approve a professional services agreement with Polestar Computers for the provision of IT support services to the city.
