Supervisors to consider ratifying emergency declaration
LAKEPORT, Calif. – In its final meeting of the year, the Board of Supervisors will discuss an emergency declaration resulting from last week's storm, look at possible action regarding the landslide at Lakeside Heights and consider a new agreement for public defender services.
The board will meet beginning at 9 a.m. Tuesday, Dec. 16, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

The board, in an untimed item, will consider ratifying a local state of emergency declared last Thursday by County Administrative Officer Matt Perry, who also serves as director of the Lake County Office of Emergency Services, due to the heavy rain and resulting flooding.
In other business, at 11 a.m. the supervisors will get a status report and consider possible action regarding a new potential landslide at Lakeside Heights, the north Lakeport subdivision where beginning in March 2013 several homes were destroyed due to significant ground movement.
The county closed a portion of Hill Road East near the subdivision on Dec. 2 due to concerns that the hillside could affect the road. During the recent rains, a portion of the hill came down into the roadway.
Supervisor Anthony Farrington, who requested the item be placed on the agenda, is asking his board colleagues to “consider any appropriate action to maintain Hill Road East as an entrance to the hospital,” as Sutter Lakeside's entrance also is off of Hill Road.
Also on Tuesday, at 11:30 a.m. the board will consider an agreement between the county of Lake and Lake Defense Services for the provision of public defender services.
In an untimed item, the board will consider once again continuing the proclamation of an emergency declaration due to the drought that was first passed in March.

Newly elected Lakeport City Council members to take oaths of office this week
LAKEPORT, Calif. – This week the two women elected to the Lakeport City Council in the Nov. 4 election will take their oaths of office and be seated.
The meeting will begin at 6 p.m. Tuesday, Dec. 16, in the council chambers at Lakeport City Hall, 225 Park St.
The council will first approve the results of the Lake County Registrar of Voters' final canvass for the Nov. 4 election.
City Clerk Janel Chapman will then administer the oath of office to Stacey Mattina, who was reelected to a second term, and new council member Mireya Gehring Turner, who succeeds retiring Councilman Tom Engstrom.
After Mattina and Turner are seated, the council will establish its leadership for the coming year, with the nominations and elections of the mayor and mayor pro tem to take place.
In other business on Tuesday, the winners of the city's annual holiday lighted decorations contest will be announced and the council will conduct a public hearing and adopt a resolution approving the Community Development Block Grant Program Income Reuse Agreement.
City staff also is asking the council to authorize City Manager Margaret Silveira to sign two purchase orders and supporting contract documents for the procurement of utility trucks for the Public Works
Department.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are ordinances; warrant registers from Dec. 3; minutes of the Dec. 2 meeting; receipt and filing of a report from the city clerk in conformance with the California Maddy Act; and approval of an application for the Lakeport Yacht Club for overnight RV parking in the parking lot north of the Fifth Street boat ramp on Dec. 31.

Clearlake declares local emergency due to storm, flooding
CLEARLAKE, Calif. – Following actions taken earlier in the day by the Lakeport City Council and the county of Lake, the city of Clearlake late Thursday reported that it had also declared a local emergency as a result of damage sustained throughout the city due to the rainstorm that hit the region.
City Manager Joan Phillipe, who also serves as the city's director of emergency services, made the emergency declaration, which will be ratified by the Clearlake City Council at a special meeting on Thursday, Dec. 18.
Phillipe reported that the city experienced a tremendous amount of flooding – particularly in the morning hours – which for a time closed many streets throughout the city.
The city made sandbags available to city residents from its corporation yard throughout the day while public works crews assisted by other local agencies worked to keep storm drains flowing as best as possible with the deluge of rain, Phillipe reported.
Various areas of the city also experienced mud slides. While none completely closed off roads, Phillipe said lanes of travel were affected in several locations.
Due to high water levels in the Village neighborhood near Cache Creek, about 100 people were evacuated, officials reported. The Red Cross set up a shelter at Lower Lake High School for the evacuees.
As of Thursday night, all of the city’s surface roads were open with no restrictions, Phillipe said.
She said public works and fire staff will continue to monitor the situation throughout the night.
The stormy conditions also resulted in the city postponing Thursday night's regular city council meeting until 6 p.m. Monday, Dec. 22, as Lake County News has reported.
Comprehensive storm damage assessment will continue over the next several days, Phillipe said.
She acknowledged a “tremendous collaborative effort” by local agencies working with city public works and fire departments that resulted in keeping the community safe.
The city reminded property owners that, before they hire cleanup service providers, they should protect themselves by making sure that any contractor hired is licensed and bonded and possesses a city business license.

Lakeport City Council holds special meeting, declares emergency due to flooding

LAKEPORT, Calif. – In response to the fierce storm that has hit the area, the Lakeport City Council held a special Thursday morning meeting during which it declared an emergency.
The council passed a resolution declaring the existence of a local emergency due to the flooding that resulted from heavy rains that occurred overnight and throughout the morning, according to a report from City Manager Margaret Silveira.
Silveira said the Office of Emergency Services has been notified of the declaration, with city and county emergency service officials to stay in close communication during the emergency.
The National Weather Service is predicting that the storm will continue through Friday afternoon.
Lake County remains under a National Weather Service flood advisory, which is in effect through 12:30 p.m. Thursday, with a flood watch continuing through 10 p.m. Friday.
A high wind advisory also remains in effect for the county through 6 p.m. Thursday.
Earlier in the morning, the Lakeport Police Department reported a series of road closures around the city due to the flooding.
Closures in place early on Thursday afternoon included Bevins Street from Lakeport Boulevard to Bevins Court and Martin Street from S. Russell Street to Forbes Street, police reported.
Areas of concern where streets have standing water are 16th and Hartley, 10th and Main, Lange and Giselman streets, the agency said.
Police said the city has received one report of a flooded residence on the 300 block of 16th Street, and a sewer back up has also been reported near Lakeshore and Lange.
Silveira said city Public Works and public safety personnel are working to mitigate storm drain flooding, close unsafe streets, respond to emergencies and maintain safety.
The city reported that 14 Public Works staff and seven police staff are in the field working to alleviate storm-related issues.
The public is asked to minimize travel until stormwater subsides, Silveira said.
