Perdock, Sabatier to be seated on Clearlake City Council Thursday
CLEARLAKE, Calif. – The two newly elected Clearlake City Council members will take their oaths of office this week.
The meeting will begin at 6 p.m. Thursday, Dec. 11, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
The first order of business for Thursday's meeting will be the acceptance of the November election results.
The council will then honor outgoing council members Joey Luiz and Jeri Spittler before taking a 15-minute recess.
Following the recess, new council members Russell Perdock and Bruno Sabatier, who were elected Nov. 4, will be sworn in.
Melissa Swanson, the city's clerk, was reelected on Nov. 4 and also will take her oath on Thursday.
The council will then appoint the mayor and vice mayor for 2015.
Among the other items of business, the council will discuss conceptual approval of the development of county-owned property located at 15837 18th Ave. for a veterans' housing project. The council also will consider waiving fees for any required amendments to the general plan or zoning designations.
In other business, the council will discuss a request to use a city-owned property at 14061 Lakeshore Drive for a warming center.
Other items on the Thursday agenda include consideration of a letter of support to the Board of Supervisors for the Koi Nation regarding a memorandum of understanding; an informational presentation by Ed Zander of the Konocti Unified School District about the HUB/Wellness Center at Lower Lake High School; review and consideration of an agreement between the city and successor agency to comply with the State Controller's Office asset review finding that $241,490 in loan interest should be repaid to the city; and discussion regarding the consistency of agreements the city has with various entities, including – but not limited to – Lake County Youth Services and the Clear Lake Chamber of Commerce.
Items on the consent agenda – considered to be noncontroversial and accepted as a slate with one vote – include warrant registers; the second reading of Ordinance No. 172-2014 relating to the 2013 speed zone study; minutes of the Nov. 13 council meeting; consideration of rejection of a claim by Mark Giambra for $675; and minutes of the Oct. 8 Lake County Vector Control Board meeting.

Supervisors certify final general election results; Ford appointed to cover Wacker's last week as assessor-recorder
LAKEPORT, Calif. – On Tuesday the Board of Supervisors unanimously approved the final canvass of the November general election.
In addition, the board approved appointing Richard Ford, the county's assessor-recorder-elect, to fill the last week of the term of Assessor-Recorder Doug Wacker, who is retiring early.
Registrar of Voters Diane Fridley took the election certification to the board.
Before Fridley could certify the results, she said she had to conduct a public 1-percent manual tally of every contest on the ballot in four randomly selected precincts.
“That doesn't mean we count all the ballots, it's just every contest,” she said.
Fridley added, “I'm proud to say that the ballot counter counted correctly, that the only issues that we found were six ballots had to be duplicated due to voters incorrectly marking their ballot.”
Issues making those ballots difficult to read included smudges and scribble marks, she said.
Fridley said she also was very happy that the county has a voting system that counts the ballots – at the rate of 1,000 ballots a minute.
During the 1-percent manual tally, “It took four days to manually recount just those contests,” she said. “We're not talking about a whole lot.”
In county races, Fridley said Jeff Smith was reelected as District 2 supervisor; Jim Steele was elected to succeed Board Chair Denise Rushing, who represents District 3; and Ford was elected assessor-recorder.
Three county ballot measures failed, including marijuana measures O and P, which got 38.6 and 34.3 percent approval, respectively, according to Fridley.
The healthy lake sales tax, Measure S, needed a supermajority of 66.7 percent but only received 63.6 percent of the vote, Fridley said.
The board unanimously approved the resolution accepting the official canvas and certifying the results.
Following Fridley's presentation, County Administrative Officer Matt Perry asked the board to appoint Ford to finish Wacker's unexpired term.
Perry said the county had been notified that Wacker was retiring from county service effective Dec. 31. His last day of work will be Dec. 30.
Ford wasn't due to assume office until Jan. 6, however Perry encouraged the board to appoint Ford to fill the position during what would have been Wacker's final week on the job.
Perry reported to the board that he had spoken to Ford and he was in agreement with the recommendation.
Supervisor Anthony Farrington said he didn't understand why Wacker was retiring early, and asked if there was a benefit.
“Yes, there is,” Perry said.
Farrington then wanted to know what would happen if the board didn't appoint an interim assessor-recorder. “It's just bizarre to me.”
Perry said Wacker is following a precedent that's been set by some other elected officials who have retired a week early. “It's not uncommon.”
State government code also requires the Board of Supervisors fill vacancies in elective county offices.
Steele, who was in the audience, said that by retiring by the end of the year, employees in the California Public Employees' Retirement System, or CalPERS, get a benefit to their retirement.
The board unanimously approved Ford's interim appointment from Dec. 31 to Jan. 5.

LEDAC to hear presentation on film legislation, discuss Carnegie Library, welcome new appointees
LAKEPORT, Calif. – This week the Lakeport Economic Development Advisory Committee will get an update about new legislation to help the state's film industry, discuss the Carnegie Library's future uses and welcome new members.
LEDAC will meet from 7:30 to 9 a.m. Wednesday, Dec. 10, at Lakeport City Hall, 225 Park St.
LEDAC Chair Wilda Shock reported that the group will briefly review the Lakeport Carnegie Library Reuse Feasibility Study for any recommendations to the Lakeport City Council.
Also on Wednesday, Jonathan Southard, a film industry veteran currently working as a first assistant director with movie productions, will give the committee a special informational presentation on new legislation regarding the California Film Commission.
The legislation encourages filming in California. Shock said Southard also will discuss opportunities for Lake County to be considered as a filming location.
In other business, LEDAC will accept the resignations of Vice Chair Mireya Turner, who recently was elected to the Lakeport City Council, and Carol Cole-Lewis.
The Lakeport City Council last week appointed new members Rick Hamilton, Chris King and Rebecca Southwick, and reappointed Shock, Bill Eaton and Melissa Fulton.
Other members include Pam Harpster, Christine Hutt, George Linn, Paula Pepper-Duggan and Taira St. John, with City Planning Services Manager Andrew Britton and City Manager Margaret Silveira serving as ex-officio committee members.
LEDAC advocates for a strong and positive Lakeport business community and acts as a conduit between the city and the community for communicating the goals, activities and progress of Lakeport’s economic and business programs.
Members do not have to be Lakeport residents.
The committee is next scheduled to meet from 7:30 to 9 a.m. Wednesday, Jan. 14, at Lakeport City Hall, 225 Park St.

Supervisors to certify final election results
LAKEPORT, Calif. – Registrar of Voters Diane Fridley will take to the Board of Supervisors this week the results of the final canvass for the Nov. 4 general election for certification.
The board will meet beginning at 9 a.m. Tuesday, Dec. 9, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.
