Police issue traffic safety advisory regarding speeding on Bevins Street

LAKEPORT, Calif. – The repaving of a city street has led to speeding violations, according to the Lakeport Police Department.
The agency reported that Bevins Street between Lakeport Boulevard and Martin Street was repaved on Tuesday night.
Police asked all drivers to stay mindful of traffic safety and watch their speed on the new pavement.
With new pavement on city streets, drivers sometimes tend to increase speed, which contributes to collisions, police said, adding that new pavement is not an excuse to drive faster.
The morning after the paving job was complete police received reports of vehicles traveling upwards of 60 miles per hour, which is double the speed limit on Bevins, and they subsequently issued speeding citations.
“Please watch your speed. Our goal is to educate drivers and maintain traffic safety in the city and we will issue citations when warranted,” the Lakeport Police Department said in a statement.

Lakeport Police Department urges community to use emergency telephone notification system
LAKEPORT, Calif. – As part of its efforts to engage the community in emergency preparedness, the Lakeport Police Department is encouraging residents to sign up for alert notifications.
Lakeport Police Chief Brad Rasmussen said the city of Lakeport maintains an emergency telephone notification system that is operated by the police department through NIXLE.
All AT&T landline telephone numbers in the city are already connected to the NIXLE system, Rasmussen said.
“We understand that many residents no longer maintain landline telephones but rather just use their cellular phones,” said Rasmussen.
He said some residents and businesses use voice over Internet protocol, or VOIP, phone services, and that his department does not have access to VOIP or cellular telephone numbers in a format that can be obtained and loaded into the system in the same manner as the AT&T landline numbers.
However, Rasmussen said residents can register their VOIP or cellular telephone numbers in the Lakeport Police Department's NIXLE system.
This can be done by creating an account at http://local.nixle.com/accounts/login/ or, for those who already have accounts, by logging in and going to the account tab. There, users can make sure their information and numbers are entered and then check where they want voice messages to go.
When completed with the account information, users should check the settings tab and make sure they are connected to the agency "Lakeport Police Department.”
Rasmussen said many people already have registered their VOIP or cellular numbers but many others still have not.
“We are requesting that all residents and businesses make sure their numbers are registered with us. This is important for people to receive critical emergency information by telephone in the event the city or police department needs to send such information out by telephone,” he said.
Rasmussen said the department will be testing this notification system sometime in the near future and hope to have additional numbers registered before that time.
“Public notice will be provided before any testing of the system,” he said.

Couple arrested for identity theft, taking funds from sheriff's office account
CLEARLAKE, Calif. – A Clearlake couple are facing charges after authorities said they used the credit account of a person who had died and took funds from the Lake County Sheriff's Office bank account.
Jeffrey Scott Brain, 49, and Samantha Christine Angulo, 28, are the suspects in the case, according to Lt. Steve Brooks of the Lake County Sheriff's Office.
On Wednesday, Lake County Sheriff’s Major Crimes detectives working the case served an arrest warrant in the 16000 block of 32nd Avenue in Clearlake, Brooks said.
Brooks said the arrest warrant was obtained after an extensive investigation into fraudulent activity detected on the Lake County Sheriff’s Office bank account and identity theft of a deceased person.
The approximate dollar value lost from the sheriff’s office bank account was $1,000, while $1,671 was lost from the deceased person’s credit card, Brooks said.
A search warrant was written on First Premier Bankcard and Pacific Gas and Electric, with the information obtained from the Lake County Sheriff’s Office bank statement, according to Brooks.
Brooks said First Premier Bankcard refused to honor the search warrant because they were located in Sioux Falls, South Dakota. Major Crimes detectives contacted Mennehaha County States Attorney’s Office, which authored a search warrant to serve First Premier Bankcard.
The information from the search warrant revealed the person listed as the First Premier Bankcard had died months prior to the fraudulent activity taking place, Brooks said.
With the information obtained from First Premier Bankcard, Brooks said Major Crimes Unit detectives were able to obtain a telephone number associated with the card. The telephone was registered to the 1-year-old son of Brain and Angulo.
Some of the locations the fraudulent transactions took place were able to provide video surveillance and purchase receipts, verifying Angulo and Brain were responsible for using the deceased person’s credit card, Brooks said.
Based on this information, Brooks said Major Crimes Unit detectives obtained an arrest warrant for Angulo and Brain for charges of using bank account information without consent, using another person's credit card and grand theft.
On Wednesday, detectives located Angulo in the 16000 block of 32nd Avenue in Clearlake and arrested her for the warrant, Brooks said. She remained in jail on Saturday on $30,000 bail.
Brain already was in custody at the Lake County Jail for a separate weapons charges and a parole violation, Brooks said, with the new charges added against him. Brain's bail was set at $150,000 and he also remained in custody on Saturday.

Clearlake Police arrest four, seize marijuana and weapons during search warrant services
CLEARLAKE, Calif. – The service of three search warrants this week in Clearlake led to four arrests, and the seizure of marijuana and weapons.
Clearlake Police Detective Sgt. Martin Snyder said officers executed the search warrants during daytime hours over the course of three days this week.
On Monday, officers executed a search warrant in the 15000 block of 29th Avenue, Snyder said.
During entry into the residence, three Hispanic males were contacted inside. Snyder said one male attempted to flee out the rear of the residence, but returned inside after seeing numerous officers on the perimeter of the fence lines.
Snyder said the three males were identified as 27-year-old Rafael Carrillo-Contreras, 29-year-old Fernando Facio-Almarz and 25-year-old Juan Munoz-Fernandez. All three subjects were booked into the Lake County Jail for felony cultivation of marijuana.
Officers eradicated 118 mature marijuana plants from the property and, during the investigation, an unregistered .45-caliber semi automatic pistol was recovered from the residence, Snyder said.
Then, on Tuesday, officers executed a search warrant in the 1300 block of Arrowhead, at which point they detained 39-year-old Hilario Reyes-Deasis inside the residence, Snyder said.
Snyder said the officers discovered the marijuana had recently been harvested and was hanging in a single car garage. They eradicated approximately 340 pounds of marijuana.
Hilario Reyes-Deasis was booked into the Lake County Jail for felony sales and cultivation of marijuana, Snyder said.
On Wednesday, officers executed a search warrant in the 15900 block of 42nd Avenue. Snyder said they found the residence had minimal furnishings and it appeared the property was being used for the sole purpose of marijuana production.
Located inside the residence was a loaded .357-caliber magnum revolver and two pounds of processed marijuana, Snyder said.
Outside the residence officers located 110 large marijuana plants in the final stage of growth. Snyder said approximately 650 pounds of marijuana was eradicated from the property.
The Clearlake Police Department said it will continue to investigate commercial marijuana grows, which are not allowed in the city.
The agency emphasized that this should not be confused with the medical marijuana permit process and enforcement that involves code enforcement.

Sheriff’s Narcotics Unit eradicates more than 24,000 marijuana plants

SOUTH LAKE COUNTY, Calif. – Last week, the Lake County Sheriff’s Narcotics Unit eradicated more than 24,000 marijuana plants found in clandestine grows in the south county.
Lt. Steve Brooks said that on Sept. 22 the Lake County Sheriff’s Narcotics Unit located and eradicated 7,569 mature marijuana plants from a clandestine marijuana cultivation site within the rural mountains of Butts Canyon, near the Napa County line.
Several days prior, a local hunter came across the site and immediately contacted authorities, Brooks said.
During a recon flight in the area, detectives located a second large grow site a few miles from the original reported garden. Brooks said this site was much larger, and was in the process of being harvested.
Detectives located and eradicated a total of 16,971 mature marijuana plants from this site, Brooks said.
Both operations consisted of complex drip irrigations systems which were being concealed within the native vegetation. Brooks said water was being diverted from nearby springs and stored in pits dug out as water reservoirs.
Each operation contained a single person camp, but had evidence of several subjects working to assist with the harvest, Brooks said.
Brooks said a total of 24,540 marijuana plants were located and eradicated during this all-day operation.
Thus far in 2016, the Lake County Sheriff’s Narcotics Unit has located and eradicated a total of 41,883 marijuana plants from several different locations within the Butts Canyon area. The total number of marijuana plants which have been located and eradicated in Lake County this year is 310,000, Brooks said.
Brooks said the Sheriff’s Narcotics Unit will continue its efforts to eradicate narcotics from the communities of Lake County and seize the suspected profits of drug trafficking for asset forfeiture whenever possible.
