Police arrest suspects in Saturday burglary
CLEARLAKE, Calif. – Police have arrested two Clearlake residents for a Saturday afternoon burglary.
Michael Steven Adkins, 43, and Lorie Sheree Duvall, 25, were taken into custody in connection to the break-in, according to Sgt. Travis Lenz of the Clearlake Police Department.
Just after 1:30 p.m. Saturday Clearlake Police Officers were dispatched to the 13000 block of Carter Lane for a reported burglary in progress, Lenz said.
Lenz said the reporting party had live video surveillance footage of subjects inside his residence, which he was actively watching at the time of the report.
Sgt. Rodd Joseph and Officer Stephanie Green arrived on scene and established a perimeter around the residence. Officer Mark Harden arrived on scene and cleared the residence with his canine partner “Zip,” yet no one was located inside.
It later was determined that the live video footage of the subjects inside the residence had an estimated 10-minute delay, and the subject had actually left the residence 10 minutes prior to officers' arrival, Lenz said.
Officer Jared Nixon conducted the residential burglary investigation, identifying items of property which had been stolen, Lenz said.
The reporting party emailed still shot photographs of the subjects to the Clearlake Police Department Dispatch Unit, which were provided to Sgt. Joseph.
During the investigation, Officer Harden obtained information which identified one of the individuals involved as Adkins. Lenz said Sgt. Joseph researched Adkins’ associated persons in the Records Information Management System and was able to identify the second individual as Duvall.
After identifying both individuals, Lenz said officers began searching numerous associated residences in Clearlake in an attempt to locate and arrest Adkins and Duvall.
Lenz said Officer Nixon located Adkins and Duvall at a residence in the 3700 block of 10th Street. All of the property stolen during the burglary was located at the suspects' residence and recovered. In addition to the stolen property, both suspects were also found to be in possession of illegal fireworks.
During interviews, both Adkins and Duvall admitted to the burglary, Lenz said.
Duvall and Adkins were placed under arrest and booked into the Lake County Jail on charges of residential burglary, possession of stolen property, conspiracy to commit crime and possession of illegal fireworks, according to Lenz.
Jail records indicated that bail was set at $50,000 each.

Sheriff's office introduces three new deputies

LAKEPORT, Calif. – On Tuesday Lake County's sheriff introduced three new deputies and administered their oath of office.
The swearing-in ceremony for Matt McCabe, Antonio Castellanos and Jose Martinez took place at the Board of Supervisors meeting.
“This is one of my favorite things to do as a sheriff,” said Martin of the opportunity to introduce the men to the community.
He said the three new deputies represent the result of an action the board took to create the deputy sheriff trainee classification.
That program allows current county employees to go through the six-month police academy at College of the Redwoods, paid for by the county, in order to become deputies, he said.
Martin said the sheriff's office has four people who have gone through that program.
In exchange, those deputies agree to stay and work for at least three years. Martin said he believes he can keep this group here longer.
McCabe and Castellanos were raised in Lake County, and had been in local law enforcement explorer programs – McCabe with the sheriff's office, Castellanos with the California Highway Patrol. Martinez moved to Lake County from the Los Angeles area, Martin said.
“They knew at an early age that they wanted to become involved in law enforcement, and they're living out their ambitions and their dreams,” Martin said.
Martin said McCabe was the top performer in his academy class, and was named the distinguished honor graduate.
Martin thanked the new deputies' families and friends for their support, noting that it's impossible to succeed in the academy without it.
“We're going to make a promise to you that we will take care of them, we'll provide them training, we'll give them opportunities and we'll provide them a challenging work environment,” Martin said.
He asked that the new deputies' friends and family remain supportive in the times ahead, as they work graveyards and holidays, and miss important events.
After Martin administered their oath, Board Chair Rob Brown noted the efforts made by fellow county employees – in the midst of short staffing – to cover extra work while the men went to the academy.
That extra effort “definitely doesn't go unnoticed by us,” Brown said.
Supervisor Jim Steele encouraged the new deputies to get involved with the Neighborhood Watch groups that have been forming around the county.
He said some deputies already have been connecting with the community through those programs, and it's having a positive impact.
“It's really good to see that kind of interaction,” and the community loves to see the deputies there, Steele said.

Police arrest Clearlake man for drugs following chase

CLEARLAKE, Calif. – Police this week arrested a Clearlake man on drug charges following a vehicle pursuit, less than a month after he was arrested for drugs after trying to flee from police.
Louis Charles Carlson, 41, was arrested on Monday night, according to Sgt. Tim Hobbs of the Clearlake Police Department.
At about 7:45 p.m. Monday Clearlake Police K9 Officer Travis Parson attempted to conduct a traffic enforcement stop on a Harley Davidson motorcycle on Burns Valley Road for traffic violations, Hobbs said.
Hobbs said the driver, later identified as Carlson, failed to yield to the patrol vehicle's emergency lights and siren and led officers on a pursuit for about one mile.
During the pursuit Carlson traveled up to 50 miles per hour on residential streets where the speed limit is 25 miles per hour, Hobbs said.
While on Sonoma Avenue near Deertrail Road, Carlson crashed the motorcycle and fled on foot. Hobbs said officers caught Carlson several hundred yards away from the motorcycle and arrested him.
Hobbs said Carlson was found to be in possession of 8.5 ounces of methamphetamine, 1 ounce of heroin, pay and owe sheets with names of people he had been engaging in narcotics transactions with, and a digital scale.
Carlson was booked into the Lake County Jail for felony evading, resisting arrest, possession of a controlled substance for sales, possession of a narcotic controlled substance for sales, transportation of a controlled substance and driving with a suspended driver’s license, Hobbs said.
Carlson's bail was set at $35,000. Jail records showed that he later was released.
Hobbs said Carlson also arrested by the Clearlake Police Department on July 18 for possession of a controlled substance for sales, possession of marijuana for sales, cultivation of marijuana, possession of concentrated cannabis for sales, possession of drug paraphernalia, and resisting arrest.
During that incident, Hobbs said Carlson fled from Officer Kelleher during a traffic stop at Jack in the Box.
Carlson ran from Jack in the Box across Highway 53 and was caught by Officer Chris Kelleher on Old Highway 53 west of the highway, Hobbs said.
Carlson was found to be in possession of half an ounce of methamphetamine, a digital scale and almost 4 ounces of concentrated cannabis. Additionally, in the vehicle there were 6 pounds of processed marijuana and 66 marijuana plants, Hobbs said.
Carlson was booked into the Lake County Jail for that July arrest but bailed out shortly afterward, Hobbs said.

Clearlake Police arrest suspect in attempted murder case

CLEARLAKE, Calif. – The Clearlake Police Department reported that a man wanted for an attempted murder has been taken into custody.
Craig Allen Fenno, 28, was arrested late Monday night, according to Sgt. Tim Hobbs.
Last last month, the Clearlake Police Department had reported that it was looking for Fenno, who was wanted in connection to the stabbing of a 38-year-old man on July 23, as Lake County News has reported: http://bit.ly/29W2M7d .
Hobbs said Clearlake Police officers had spent “a considerable amount of time” looking for Fenno since July 23.
In addition to the attempted murder case, Hobbs said Fenno had five outstanding warrants for his arrest.
At 9:50 p.m. Monday officers went to a residence in the 2900 block of 12th Street to attempt to locate Fenno, Hobbs said.
Upon arriving at the 12th Street residence, officers saw Fenno in the driveway near a vehicle. Hobbs said Fenno immediately ran from the officers to the back of the residence and tried to climb over a fence.
Sgt. Travis Lenz and Officer Christopher Kelleher caught up to Fenno as he was trying to climb over the fence and attempted to arrest him. Hobbs said Fenno violently resisted the officers, and as a result one officer sustained several minor injuries.
Hobbs said Fenno was transported to St. Helena Hospital Clear Lake to be medically cleared for incarceration so the Lake County Jail would accept him.
During the drive to the hospital Fenno was able to remove his seat belt then moved his hands around to the front of his body. Once the police car came to a stop Fenno was able to reach his hands out through the partially open window, open the door from the outside, and exit the vehicle, Hobbs said.
As the officer got out of the car he observed Fenno exit the vehicle and start to run away. Hobbs said the officer ran after Fenno through the hospital parking lot.
Once the officer was close enough he deployed his Taser and the probes struck Fenno, Hobbs said. Fenno fell to the ground and was able to be handcuffed once again behind his back.
Fenno was taken inside the hospital and medically cleared for incarceration before he was booked into the Lake County Jail for five outstanding warrants, felony resisting arrest with violence, resisting arrest and escaping from custody, Hobbs said.
Hobbs said that charges as a result of the attempted murder case are pending.
Jail records indicated that Fenno is being held without bail.

Man burned in hash oil lab explosion; police seek additional case leads

LAKEPORT, Calif. – The Lakeport Police Department is investigating a hash oil lab explosion late last week that left a man seriously injured.
On Friday at about 4:45 p.m. Lakeport Police officers were dispatched to Anthony’s RV Park, located at 2301 Beach Lane, to assist the Lakeport Fire Protection District with a 21-year-old Lakeport man who was severely burned and uncooperative, according to Lakeport Police Chief Brad Rasmussen.
Upon arrival, officers assisted the fire department and also began investigating the cause of the man being burned, Rasmussen said.
Rasmussen said the officers determined that the man was associated with a travel trailer at the RV park and went to the location to investigate.
The officers determined that a marijuana hash oil lab was being operated and that butane fumes ignited, causing an explosion and the fire which severely burned the man, Rasmussen said.
The man was transported to Sutter Lakeside Hospital by ground ambulance and then flown to UC Davis Medical Center, where he remained late Tuesday, according to Rasmussen.
Rasmussen said his officers secured the scene and a detective wrote an affidavit for a search warrant. That affidavit later was approved and a Lake County Superior Court judge issued a search warrant.
At approximately 10 p.m. Friday, the Lakeport Police officers served the search warrant and processed the trailer for evidence, Rasmussen said.
Numerous items of evidence including approximately 20 pounds of marijuana, finished hash oil, 30 full canisters of butane, 60 empty cans of butane and other items used in the marijuana hash oil manufacture process were located, according to Rasmussen.
Butane hash oil labs are extremely dangerous to the persons operating them, their surrounding neighbors and first responders including police and firefighters, Rasmussen said.
“We were lucky in this case that additional persons were not injured or killed and that other surrounding property including buildings and wildland were not burned,” he said.
Rasmussen said the investigation for manufacturing a controlled substance remains ongoing.
