Sheriff’s office releases details on fatal Kelseyville shooting; video clip shows suspect
KELSEYVILLE, Calif. – On Saturday evening the Lake County Sheriff’s Office released information about a fatal shooting at a Kelseyville convenience store the previous night that took the life of an employee.
Forrest Seagrave, 33, of Kelseyville, died after being shot during a robbery at Mt. Konocti Gas and Mart on Main Street, as Lake County News has reported.
Along with a brief report, officials also released a clip from a surveillance video showing the suspect outside the store.
Sheriff’s Lt. Steve Brooks said patrol deputies responded to the store at 10:45 p.m. Friday on the report of a robbery.
When they arrived, they found Seagrave, a store employee, suffering from a gunshot wound, Brooks said.
Brooks did not detail the specifics of Seagrave’s injuries, but reports from the scene indicated had been shot at close range in the chest with a handgun.
Seagrave was transported by medical personnel to Sutter Lakeside Hospital, where he died, Brooks said.
Brooks said the suspect was described as a male, approximately 5 feet 9 inches to 5 feet 11 inches tall, with a thin build.
The suspect was wearing a black hooded sweatshirt, blue jeans and gloves. He also was wearing some type of mask covering his face, Brooks said.
Reports from the scene had indicated the suspect fled the store on foot with a small amount of money, running through a nearby field.
Throughout Saturday, sheriff’s and District Attorney’s Office staff had been at the scene conducting the investigation.
K-Corps did a grid search of the field near the store through which the suspect had reportedly fled after the shooting.
Brooks said the sheriff’s office is seeking assistance from the public in identifying the suspect, and is offering a $10,000 reward for information leading to the arrest and conviction of the suspect in the case.
County Supervisor Rob Brown had begun raising the money for the reward first thing Saturday, sending an email to community leaders asking for their support in the effort.
A vigil for Seagrave is set to take place at the store at 7 p.m. Saturday.

Clearlake Police Department works to establish homeless liaison program
CLEARLAKE, Calif. – In an attempt to further enhance public safety with regard to the growing issues related to the homeless population in the city of Clearlake, the Clearlake Police Department reported that it is in the process of developing a homeless liaison program.
The program is being developed and is currently in the beginning stages, however, two officers have been assigned to the program, according to Lt. Tim Celli.
Officer Mike Ray and Officer Mike Carpenter – the department’s K9 handlers – both volunteered to head up the program, Celli said.
Celli said the program’s goal is to have designated officers develop information with regard to identifying the homeless and build rapport with them.
He said police believe this would be beneficial for many reasons, include developing relationships and providing an environment in which the homeless – who otherwise might not be willing to provide information to the police – would be more willing to do so.
In addition, Celli said the department would like to see the program develop into a resource for the homeless population, putting them in contact with agencies that provide assistance to the homeless, such as Vet Connect and other similar groups.
The officers will be working as a liaison with the District Attorney’s Office for prosecutions with regard to both crimes committed by the homeless as well as crimes committed against them, Celli said.
He said the officers will be encouraged to develop ideas related to city ordinances to help deal with homeless problems such as blight and panhandling.

Lakeport Police Department reports on volunteer program
LAKEPORT, Calif. – Last year volunteers contributed a significant amount of time and support for the Lakeport Police Department, according to a report made to the Lakeport City Council Tuesday night.
Lt. Jason Ferguson presented the report to the council.
Ferguson said the department has an “extraordinary” group of volunteers who donate an enormous amount of time and support.
“For us right now it is invaluable,” said Ferguson.
They are responsible for, among other things, parking enforcement, managing evidence, the decoy car program, and special projects and events, he said.
Currently there are six volunteers, said Ferguson. They include Greg Scott, a retired Cal Fire official with extensive emergency planning experience; Antonio Castellanos, a student who also is a California Highway Patrol cadet; Jean Patti, who handles evidence; Pastor Mike Suski, who acts as the department's chaplain; Carl Touros; and Jonathan McAloon.
Ferguson said the department had just hired retired businessman John Norcio, with several others still in the hiring process.
He emphasized the volunteers’ value to the police department.
Combined, all of those individuals put in 1,950 hours of service time in 2012, Ferguson said.
He said that pencils out to about $35,100 worth of services.
Council members thanked the volunteers for their proactive way of serving the community.
Ferguson told Lake County News that in 2011 the volunteers had worked a combined total of 3,032 hours valued at $43,000.
Part of the drop in numbers may be due to some volunteers who have moved or retired. Ferguson had told the council that the department had lost four of its volunteers for those reasons.

Sheriff’s office seeks man who walked away from jail Sunday

LAKEPORT, Calif. – The Lake County Sheriff’s Office is attempting to locate a man inmate who walked away from the Lake County Jail Sunday night.
David Allen Brown, 22, of Lakeport walked away from the jail on Hill Road at approximately 9:25 p.m. Sunday, according to Lt. Steve Brooks.
Brown, who was in minimum custody, was reported to have climbed over the male dorm yard fence and escaped from custody, Brooks said.
Brown was sentenced to the Hill Road Correctional Facility for a term of four years due to the Criminal Justice Realignment Act of 2011, Brooks said.
He said Brown had been in custody since April 14, 2012, and had a release date of Dec. 8, 2013.
Brooks said Brown was sentenced to do jail time for resisting arrest, parole violation, under the influence of a controlled substance, vehicle theft, possession of stolen property and petty theft with prior convictions.
Brown is described as a Caucasian male adult, 5 feet, 9 inches tall, 185 pounds, with short blond hair and blue eyes. He also has numerous tattoos on his neck and arms. Brooks said Brown was last seen wearing a blue Hill Road Correctional Facility jacket, shirt and blue jeans.
