Supervisors to make May proclamations Tuesday

LAKEPORT, Calif. – The Board of Supervisors will declare May as National Military Appreciation Month and offer a series of other proclamations when it meets this week.


The meeting will begin at 9 a.m. Tuesday, May 3, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport. TV8 will broadcast the meeting live.


At 9:20 a.m. the board will present the proclamation on National Military Appreciation Month, to be followed at 9:30 a.m. by a proclamation designating the month as Perinatal Depression Awareness Month.


At 9:35 a.m. and 9:45 a.m. the board will offer proclamations on May as Homeless Youth Awareness Month and Mental Health Month, respectively.


Laura Solis of Alcohol and Other Drug Services will receive a proclamation commending her service to the county at 9:40 a.m.


The board also will hold a closed session to discuss labor negotiations and a case of existing litigation, Bouchey v. County of Lake.

Timed items


9 a.m.: Approval of consent agenda, which includes items that are expected to be routine and noncontroversial, and will be acted upon by the board at one time without discussion; presentation of animals available for adoption at Lake County Animal Care and Control; consideration of items not appearing on the posted agenda, and contract change orders for current construction projects.


9:05 a.m.: Citizen's input. Any person may speak for three minutes about any subject of concern, provided that it is within the jurisdiction of the Board of Supervisors and is not already on the agenda. Prior to this time, speakers must fill out a slip giving name, address and subject (available in the clerk of the board’s office, first floor, courthouse).


9:15 a.m.: Staff has requested a postponement to June 7 of a public hearing on Peter La Monica's appeal of the Lake County Planning Commission's decision to deny a request for deviation from a conditional certificate of compliance and the county subdivision ordinance requirement that a 50-foot right-of-way be irrevocably offered for dedication to the public, located at 18764 Grange Road, Middletown.

– Consideration of proposed resolution amending Resolution No. 2010-165 establishing position allocations for fiscal year 2010-11, Budget Unit No. 2112, Child Support Services (adding one child support assistant I/II).


– Consideration of request to exempt the chief district attorney investigator position from the standard recruitment process and consideration of request to appoint Craig Woodworth as chief district attorney investigator.


– Second reading of proposed amendments to the Lake County Zoning Ordinance pertaining to wineries, wine tasting facilities, definition of wine-related special events, agricultural service establishments, green waste composting facilities, farmers' markets, multifamily maximum residential density, and revocation of zoning clearances and zoning permits.

– Approve minutes of the Board of Supervisors meeting held on April 26, 2011.


– Adopt proclamation declaring May as National Military Appreciation Month.

– Approve first amendment to the agreement between the county of Lake and Davis Guest Home for augmented residential support services for fiscal year 2010-11 (for a decrease of $19,350) and authorize the chair to sign.


– Approve agreement #EW-2011-14, between the county of Lake and the regents of the University of California, Davis, for training services in fiscal year 2011-12 in the amount of $62,700 and authorize the chair to sign.


– Approve the updated Statement of Facts – Roster of Public Agencies Filing, pursuant to Government Code Section 53051 (noting the election of the 2011 chair) and authorize the chair to sign.


– Approve Amendment No. 1 to the agreement between the county of Lake and CH2MHill (in association with local subcontractors) for engineering and construction inspection services of the construction of an upgraded pump station and a dedicated force main pipeline for the Southeast Regional Wastewater Collection System, for an increase of $23,800, and authorize the chair to sign.
