Supervisorial redistricting discussion to continue Aug. 2

LAKEPORT, Calif. – The Board of Supervisors will continue a discussion on drawing new supervisorial district boundaries when it meets on Tuesday.


The board meeting will convene at 9 a.m. Tuesday, Aug. 2, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St. TV8 will broadcast the meeting live.


At 1:30 p.m. the board will continue a discussion and public hearing that began last week on redrawing supervisorial boundaries.


A process to revise the county's five supervisorial districts – which takes place every 10 years following the US Census – currently is under way.


Redistricting is necessary in order to ensure an equal number of residents in each district, according to Registrar of Voters Diane Fridley, who is overseeing the process and leading the board-appointed Supervisorial Redistricting Advisory Committee.


The committee has so far produced five options, with Supervisor Rob Brown offering a sixth based on feedback from a public meeting held in his district.


The six options currently being considered can be seen at http://gispublic.co.lake.ca.us/redistrict/; a button in the upper righthand corner which says “click to change district options” allows the user to select the various options to see them either separately or layered one over the other.


During the board's discussion on the topic last week, the supervisors argued over which options were best and tried to decide how to minimize the impact.


Fridley said the final options must be selected by the end of this month in order to complete the process by year's end in preparation for next year's elections.


In other business, at 11:30 a.m. the board will consider the Clear Lake Advisory Committee's recommendation to declare a state of emergency regarding the threat of dreissenid mussels on the waters of Clear Lake.


The committee is making the recommendation in order to protect the county's lakes from the damaging quagga and zebra mussels.


In an untimed item, the board will continue a discussion held over from its July 12 and July 26 meetings on awarding the bid for the Middletown Senior Center and Library Project.


Because the bids came in high – the lowest was just over $3.6 million, more than $600,000 over the architect's construction estimate – the board will consider alternatives to awarding a bid in order to reduce project costs.


The board also will hold a closed session to discuss labor negotiations with the Lake County Employees Association, Lake County Deputy Sheriff's Association, Lake County Correctional Officer's Association and Lake County Deputy District Attorneys' Association.

9 a.m.: Approval of consent agenda, which includes items that are expected to be routine and noncontroversial, and will be acted upon by the board at one time without discussion; presentation of animals available for adoption at Lake County Animal Care and Control; consideration of items not appearing on the posted agenda, and contract change orders for current construction projects.

9:05 a.m.: Citizen's input. Any person may speak for three minutes about any subject of concern, provided that it is within the jurisdiction of the Board of Supervisors and is not already on the agenda. Prior to this time, speakers must fill out a slip giving name, address and subject (available in the clerk of the board’s office, first floor, courthouse).


9:10 a.m.: Presentation of proclamation commending Val Kuhn, LVN, for her years of public service in Lake County.


9:15 a.m.: Public hearing, discussion and consideration of appeal of the Lake County Planning Commission's decision to deny the use permit for a five-year time extension for an existing off-site advertising sign (billboard). Appellant is La Monica Signs; site location is 131 Soda Bay Road, Lakeport (APN 008-019-69).


9:45 a.m.: Assessment appeal hearing, Darron Jordan, application Nos. 267-2009 and 130-2010 – 1279 Craig Ave., Lakeport (APN 990-057-000 and 025-441-380-000).


11 a.m.: Presentation of Syringe Exchange Program Annual Report.


11:15 a.m.: Continued from July 26 – consideration of request from Veronica Anderson for assistance regarding completion of requirements to fulfill nuisance animal abatement order located at 1050 Scotts Valley Road, Lakeport.


11:30 a.m.: Discussion/consideration of recommendation by the Clear Lake Advisory Committee to declare a state of emergency regarding the threat of dreissenid mussels on the waters of Clear Lake.
