The council will convene for a 5 p.m. workshop on Tuesday, Sept. 20, to discuss a proposal to reduce the scope of the Downtown Improvement Project's phase two before convening for a regular meeting at 6 p.m. in the council chambers at Lakeport City Hall, 225 Park St.

During the regular council session, the council will hold a public hearing to discuss a proposed ordinance determining that the Lakeport Redevelopment Agency will comply with the Voluntary Alternative Redevelopment Project AB1x27.
That program allows redevelopment agencies to continue to operate if they agree to pay into a state fund. In Lakeport's case, it would have to pay about $309,000 to the state next year. However, a lawsuit has been filed against the state over the redevelopment legislation, so payments and redevelopment agencies remain in limbo.
Also under redevelopment business, council members – sitting jointly as the redevelopment agency – will vote on resolutions authorizing the execution of a Conditional Community Remittance Funding Agreement, which would cover the city's payments of tax increment revenue from the agency to the state under AB1x27.
Under council business, City Engineer Scott Harter will take to the council an ordinance establishing speed limits. A public hearing is to be held on the proposed ordinance during the council's Oct. 18 meeting.
The council also is expected to adopt a resolution on Tuesday that would designate two-hour parking zones in the city.
In other council business, council members will consider approving a contract with the firm CDS for the City Business Loan Program delivery and general administration of the City Business Loan Program, and will discuss a resolution which will allow the city’s continued participation in the Lake County Abandoned Vehicle Abatement Service Authority.
The council also will provide direction to the council members who have been chosen to act as voting delegates at the League of California Cities Conference this week on how to vote on proposed resolutions that will be presented at the conference.
Also at the Tuesday meeting, Police Chief Brad Rasmussen will make a presentation of thanks to the Nice Amateur Radio Club and the Lake County Amateur Radio Club, Lake County TV8 will make a presentation regarding the PEG Channel and KPFZ 88.1 FM will make a request to broadcast council meeting.
The council also will hold a closed session to discuss a pending case of litigation, Operating Engineers Local Union No. 3 and Lakeport Police Officers Association v. City of Lakeport, Lakeport City Council (Lake County Superior Court Case No. CV410232), and an unspecified case of anticipated litigation.
