Lakeport annexation proposal goes back to council Tuesday

LAKEPORT, Calif. – The Lakeport City Council this week is scheduled once again to discuss a proposed mitigated negative declaration for the annexation of 197 acres along S. Main Street and Soda Bay Road.


The meeting will begin at 6 p.m. Tuesday, Dec. 6, in the council chambers at Lakeport City Hall, 225 Park St.

After issues about legal noticing requirements led to the postponement of the annexation hearing last month, it’s set to be back on the council’s to do list on Tuesday.


The city is proposing to annex 197 acres along the S. Main Street/Soda Bay Road corridor, an area that county officials reported produces the unincorporated county’s largest amount of sales tax.


The county and city appear to be at odds over the effort, with County Administrative Officer Kelly Cox sending several communications to the city requesting a full environmental impact study be done, not just a mitigated negative declaration.


The two governments’ disagreements over the issue was on display last month during a Local Agency Formation Commission meeting, when a sphere of influence review led to the county asking that the city’s sphere be rolled back to just its current limits, which would not include the S. Main corridor or the City of Lakeport Municipal Sewer District area south of the city, as Lake County News has reported.


City staff is proposing that the council approve the annexation. Cox told Lake County News that his staff is preparing a memo in response; that report, however, wasn’t prepared in time to include with this article.


The council on Tuesday also will appoint a new mayor and mayor pro tem for the coming year. Currently holding the mayor’s office is Suzanne Lyons, with Stacey Mattina acting this past year as mayor pro tem.


Other items on Tuesday’s agenda including authorization for Lakeport Police Chief Brad Rasmussen or City Manager Margaret Silveira to enter into an information technology agreement with the county of Lake for the police department; approval of a proposed investment strategy for idle funds; and consideration of a proposed note modification agreement with Charles Witt for property next to Westside Park.


Also on Tuesday, the council will meet Jean Patti, a new Lakeport Police Department volunteer, and hear a presentation by Taira St. John on Summer of Peace 2012.


St. John is requesting the council offer a proclamation, cooperation and collaboration in presenting the opening and closing ceremonies on June 22 and Sept. 21, 2012. She’s also seeking a prorated grant of $5,000, to be shared with other governmental and business/community agencies for an estimated total of $25,000.


The council also will hold a closed session to discuss one case of pending litigation, Operating Engineers Local Union No. 3 and Lakeport Police Officers Association v. City of Lakeport, Lakeport City Council (Lake County Superior Court Case No. CV410232).
